<br />receipt must contain a description of each item and. each item must be <br />marked with a number that relates to the transaction record. <br /> <br />k. All items kept, stored. or maintained at the business location must have <br />transaction record associated with them. <br /> <br />7.13.05 Police Entry. Members of the Ramsey Police Department shall have the right to <br />.enter the licensed premises at all reasonable times for purposes of verifying that the property <br />listed on the records required by section 7.13.14 are actually at the licensed premises. <br /> <br />7.13.06 Holding of Property. In the event the Chief of Police, or any member of the City <br />Police force designated by the Chief of Police, notifies any licensee not to sell any property <br />received on deposit or purchased by the licensee, or not to permit the same to be redeemed, and <br />licensee shall not sell nor permit such property to be redeemed until such property is released in <br />writing by the Chief of Police, or designate. No personal property deposited with or purchased <br />by any licensee shall be sold or permitted to be redeemed from the place of business of licensee <br />until thirty (30) days after the copy of the records required by ~7.13.14 have been made available <br />to the Chief of Police, except upon written permission of the Chief of Police. <br /> <br />7.13.07 Redemption Period. Any person pledging, pawning or depositing an item for <br />security must have a minimum of sixty (60) days from the date of that transaction to redeem the <br />item before it may be forfeited and sold. During the sixty (60) day holding period, items may not <br />be removed from the licensed location. Licensees are prohibited. from redeeming any item to <br />anyone other than the person to whom the receipt was issued or, to any person identified in a <br />written and notarized authorization to redeem the property identified in the receipt, or to a person <br />identified in writing by the pledger at the time of the initial transaction and signed by the pledger, <br />or with approval of the police license inspector. Written authorization for release of property to <br />persons other than original pledger must be maintained along with original transaction record in <br />accordance with Section 7.13.14. <br /> <br />7.13.08 Prohibited Transactions. No pawnbroker shall purchase or receive on deposit or <br />pledge anything of value as security for a loan of money from any person, male or female, under <br />18 years of age, nor knowingly from persons under the influence of any chemical substance or <br />those of unsound mind. <br /> <br />7.13.09 Hours of Ope tat ion. From 9:00 p.m. Saturday to 7:00 a.m. Monday, no property <br />shall be received as a pledge or purchase by any pawnbroker; nor shall any property be sold <br />during said hours by any pawnbroker, nor on any other day before 7:00 a.m., nor on any day <br />after 9:00 p.m. Further, no pawnbroker may be open for business on any legal holiday or on a <br />Sunday. <br /> <br />7.13.10 Verification of Identification of Property. All employees of a pawn shop shall <br />verify the identification information of any pawned property by personal inspection of the <br />property to determine any serial number or other identification information on the property. <br /> <br />Ordinance #09-08 <br />Page 8 of 15 <br />
