<br />Mayor Ramsey asked Human Resources Manager Reed Kone to explain the attendance policy. <br />Human Resources Manager Reed Kone. explained that the City's attendance policy states that <br />board and commission members may be removed if they miss three or more regularly scheduled <br />meetings in a six month period. She further explained that Mr. Hansen and Mr. Kiefer, who had <br />both requested reappointment, both had attendance violations in 2007. Mayor Ramsey requested <br />information regarding Bob Sibilski's attendance and Human Resources Manager Reed Kone <br />explained that Mr. Sibilski received an attendance reminder letter in December 2008 because he <br />had missed three meetings in a six month period. Mr. Sibilski also received an attendance <br />reminder letter in late February 2009 due to a fourth absence in a six-month period. <br /> <br />Council Member Jeffrey reminded the group that Bob Sibilski was not currently up for <br />reappointment and stated that he hoped Mr. Sibilski's attendance was not being discussed <br />because of the recent letter to the editor. <br /> <br />Discussion ensued regarding Mr. Sibilski's attendance record and a potential violation of the <br />Code of Conduct-due to the letter to the editor of the Anoka County Union. <br /> <br />City Administrator Ulrich explained that a potential violation of the Code of Conduct could be <br />addressed during a hearing and that an attendance policy must be applied across the board. City <br />Administrator Ulrich further explained that if a hearing were conducted, Mr. Sibil ski should be <br />notified in advance that the Council is considering removing him and that he may speak to this <br />issue before the Council. <br /> <br />Council Member Wise suggested that the Sibilski issue is a good case for selecting alternates for <br />each board or commission as the Council could fill a vacancy right away. <br /> <br />Council Member Dehen asked whether a board or commission member could be removed by the <br />City Council. Human Resources Manager Reed Kone responded that City Attorney Goodrich <br />opined that a hearing is necessary to remove a commissioner mid-term. <br /> <br />Council Member Elvig expressed concern over the political nature of the discussion and <br />suggested that the attendance issue be tabled and that the Council proceed with the board and <br />commission selection process. <br /> <br />Council Member Look stated that he has received indiscretions only from members of the <br />Environmental Policy Board. <br /> <br />Council Member Dehen added that it may be appropriate to amend the City Code to say that <br />board and commission members serve at the pleasure of the City Council. <br /> <br />Mayor Ramsey directed staff to put a case on the next City Council agenda regarding the <br />removal of a commissioner.
