Councilmember Look aye <br />Councilmember Jeffrey aye <br />Councilmember Elvig aye <br />Mayor Ramsey aye <br />Motion carried. <br />Case #5: Introduce Ordinance to Amend City Code 9.11 (Performance Standards) & <br />9.12 (Signs) to Require Height, Setback, and Construction Standards for <br />Flag Poles <br />Management Intern Al Haugen reviewed the staff report. <br />Mayor Ramsey stated that he had sent some comments to Associate Planner Gladhill on this <br />issue, but did not bring along his notes. <br />Associate Planner Gladhill reviewed some of the concerns that had been raised by the Mayor. <br />Councilmember Elvig stated that he has received comments and concerns from someone whose <br />neighbor has flown what they consider an offensive flag. He stated that the flag is also <br />sometimes flown at night, which can be loud. <br />The Council discussed possible issues with flags, amount of flags and flag sizes. <br />Councilmember Wise noted that he thinks the setbacks will take care of the majority of the <br />problems being discussed. <br />John Enstrom, 8702 — 181 Avenue NW, Ramsey, noted that the flag has been a very dear thing <br />for both him and his park. He stated that he is concerned about limiting flags for homeowners <br />and noted that he has plans to add additional flag poles on his lot. He stated that he has a book <br />on flag etiquette and he would like to see the City respect this when they create this ordinance. <br />Associate Planner Gladhill noted that they do not have a limit on flag poles or the number of <br />flags, as this is presented. He suggested that language to clarify when footings are needed be <br />included in the motion. <br />Motion by Councilmember Elvig, seconded by Mayor Ramsey, to introduce an ordinance to <br />amend City Code 9.11 (Performance Standards) and 9.12 (Signs), and to direct staff to clarify the <br />language of when footings are needed. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen, Jeffrey, Look, <br />McGlone, and Wise.
