Abstaining: Councilmember Look. <br /> <br />Case #9: <br /> <br />Consider Authorizing Staff to Hire LSA Design to Complete Federal <br />Applications for CMAQ and TIGGER Grants <br /> <br />City Administrator Ulrich reviewed the staff report. <br /> <br />Councilmember Dehen asked why the City could not handle this grant work ourselves. <br /> <br />Public Works Director Olson stated that because of the quick timeline and the complexity ofthis <br />grant, staff is requesting to be able to move forward with hiring LSA. He noted that he just <br />found out about the TIGGER grant this afternoon. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Elvig, to authorize staff to hire LSA <br />Design for the application processes for the CMAQ and TIGGER grants for a cost not to exceed <br />$10,230. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen, Jeffrey, Look, <br />McGlone, and Wise. Voting No: None. <br /> <br />Case #10: <br /> <br />Approve Purchase Agreement for the Purchase of Property Located in the <br />Highway 10 Corridor (Clint A. Wilson Parcel) <br /> <br />City Attorney Goodrich stated that this case refers to the purchase, with RALF funds, of property <br />owned by Clint Wilson. He stated that Mr. Wilson has agreed not to relocate within the <br />officially mapped area, and plans to relocate to Wisconsin, which will increase relocation costs, <br />but not significantly. He stated that the City will also need to pay re-establishment expenses and <br />it may be increased if the City goes forward with the Purchase Agreement. He noted that the <br />Seller would like a "drop dead" date of May 29, 2009. He stated that he does not think that will <br />be a problem. He stated that Jodi Ruehle supplied him with information of costs that will be <br />reimbursed by RALF funds in the amount of $77,844. . <br /> <br />Councilmember Dehen asked about The Tinklenberg costs to negotiate this contract. <br /> <br />City Attorney Goodrich noted that the costs for his services and those of Tinklenberg were <br />lumped together at $18,800. <br /> <br />Councilmember Dehen stated that he is not in favor of a non-attorney negotiating with an <br />attorney. He stated that he really feels strongly that these negotiations should be handled by the <br />City Attorney. <br /> <br />City Attorney Goodrich read aloud the new language for the Restrictive Relocation Area. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Jeffrey, to amend the previously <br />approved Loan Agreement between the Metropolitan Council and the City of Ramsey for <br /> <br />City Council/May 12, 2009 <br />Page 11 of 13 <br />
