<br />Motion by Mayor Ramsey, seconded by Councilmember Look, to award the contract for a <br />geotechnical and construction testing services to Northern Technologies, Inc. <br /> <br />Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Look, Dehen, Elvig, Jeffrey, <br />McGlone, and Wise. Voting No: None. <br /> <br />Case #7: <br /> <br />Accept Plans and Specifications for City Project #08-21, Water Tower #3 at <br />16600 St. Francis Boulevard, and Authorize for Bid <br /> <br />City Engineer Himmer reviewed the staff report. <br /> <br />Councilmember Dehen stated that his concern is the timing with the Ramsey Town Center <br />(RTC) project coming on line. He noted that he does not doubt the need for future capacity. but <br />questions the timing of when construction needs to start. He asked if this case is just to figure <br />out the pricing and let the Council determine when to actually authorize the project. <br /> <br />City Engineer Himmer noted that bids are generally good for 30 to 60 days, but the Council <br />could decide whether or not to move forward with the project once the bids come in. <br /> <br />Councilmember Elvig noted that if property is sold in the RTC, the fund will be replenished so <br />there will be money to complete this project. He asked if the City could ask for regular bids and <br />also an alternate bid for starting the project six months from now, in case the City wants to hold <br />off on the project until there is some movement in.the RTC project. <br /> <br />Nairn Karishi, Progressive Consultant Engineers, stated that typically bids are not conducted that <br />way. <br /> <br />Councilmember Elvig stated that he understands that it is not typically done this way, but feels <br />that the question could be asked. <br /> <br />Councilmember Look stated that he is concerned that if the City increases storage capacity that <br />may allow for abuse of water storage capacity and the City already is known for excessive water <br />usage. <br /> <br />City Engineer Himmer stated that the idea is to look at average usage, not the peak usage. He <br />noted that this is the final water tower that would be built in the City. <br /> <br />Mayor Ramsey stated that he would like to see a monetary comparison of a million gallon tower <br />versus a two million gallon tower. <br /> <br />City Engineer Himmer noted that he did get cost estimates for other size tanks and reviewed <br />some of those numbers. <br /> <br />City Council / May 12, 2009 <br />Page 9 of 13 <br />
