~3

CITY COUNCIL WORK SESSION
Topic Report: Consider Ramsey Resident
Newsletter AdvertisinglDesign and Web site
Proposals
By: Heidi A. Nelson, Asst. City Administrator

Background:
Earlier this spring, staff discussed with Council the concept of advertising in the Ramsey
Resident newsletter to help offset the costs of production. Council reviewed a proposal from
Prime Advertising and directed staff to seek alternative proposals that would result in more
advertising revenue being retained by the City and the production of the newsletter being
completed in-:-house. Staffhas developed a four-color version of the Ramsey Resident in-house
for Council review that includes an advertising layout. In addition, staff solicited a proposal
from Youth First Marketing, LLC to sell advertising for the Ramsey Resident newsletter. The
proposal form Youth First Marketing, LLC is attached for Council review. The original proposal
from Prime Advertising & Design is also attached for Council reference. Scott Robinson of
Youth First Marketing LLC will be present for the work session to review his proposal for
selling advertising.

It has been a goal of staff for some time to re-design the city's website. The web site that
currently exists is the original design that was developed in late 2002 and was the first web site
developed for the City. As Council may be aware, there are limitations regarding what can be
changed in the website, such as graphics due to the software that was used when the website was
initially created. Additionally, staffwould like to discuss the conceptofre-orienting the web site
to bring a business approach to the web site vs. the provider of public information that the
website currently reflects. Staff will review several recently developed websites on-line during
the work session to get feedback from Council. Staff solicited proposals from three web-design
firms, a brief summary ofthe quotes are attached for Council review. Currently, there is no
funding allocated for web site re-design, however, savings from adding advertising to the
newsletter in 2009 could be utilized to fund this effort, if Council decides to pursue that option.

. Also of note, the City recently secured the rights to the www.cityoframsey.com web
address; therefore, if Council wishes to pursue the web site re-design, the address could be
changed from the longer standard city address to www.citvoframsev.com. Staff is in the process
of securing the rights to www.ramseytowncenter.com and www.ramseytownecentre.com as well.

Council Action:
Based on discussion.

Reviewed by:
City Administrator:

kb,c-O

(

CCWS: 06/02/09
