<br />COUncilmember Wise returned to the Council Chambers at 8:36 p.m. <br /> <br />Mayor Ramsey recessed the meeting at 8:37 p.m. and reconvened at 8:44 p.m. <br /> <br />Councilmember Dehen stated that he heard somewhere that Ramsey was the number one user of <br />water in the metro area and asked if that infOlmation was true. <br /> <br />Public Works Director Olson stated that he isn't sure that the City was number one, but was. <br />definitely in the top three. <br /> <br />Councilmember Dehen stated that he would like to see something that addresses the issues with <br />existing lots, such as an education program for the public. <br /> <br />. . <br />Councilmembet Elvig stated that this ordinance would go beyond the State mandates, which was <br />something that was questioned in the last case. He stated that he agrees that there needs to be <br />education for residents in letting people know how they can save money and use less water. <br /> <br />Councilmember Look read aloud some benefits of black dirt. He thanked John Enstrom, new <br />member of the EPB, who has worked with the Council on this issue. <br /> <br />Motion by CouncilmemberWise, seconded by Mayor Ramsey, to waive the reading of the <br />Ordinance amending Section 9.02 (Definitions), 9.11 (Performance Standards), 9.20 (Zoning <br />Districts), and 9.50 (Subdivision) by establishing a topsoil requirement. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey and Councilmembers Wise, Dehen, Elvig, Jeffrey, <br />Look, and McGlone. Voting No: None. <br /> <br />Motion by Councilmember Look, seconded by CounCilmember Elvig, to adopt Ordinance #09- <br />06 amending Sections 9.02 (Definitions), 9.11 (Petfonnance Standards), 9.20 (Zoning District), <br />and 9.50 (Subdivision) by establishing a topsoil requirement. <br /> <br />A roll call vote was perfonned by the Recording Secretary. <br /> <br />Councilmember Jeffrey aye <br />Councilmember Dehen aye <br />Councilmember Look aye <br />COUllcilmember Wise aye <br />Councilmember McGlone aye <br />Councilinember Elvig aye <br />Mayor Ramsey aye <br /> <br />/' <br /> <br />Motion carried. <br /> <br />City Council / April 28, 2009 <br />Page 8 of 12 <br /> <br />P16 <br />
