<br />Councilmember Dehen suggested that the City delay the bid for six to nine months because it <br />seems to be contingent upon what will be happening at the Ramsey Town Center and things <br />should be happening by then. <br /> <br />Councilmember Jeffrey stated that he is not sure delaying is the right thing to do because the <br />t~eline for this to be up and running will be two years. <br /> <br />Councilmembet McGlone agree~ that there is no reason t6 delay going out for bids. <br /> <br />. Councilmember Elvig stated that he feels the City should be moving forward with this project in <br />the near future. He stated that he does not agree with the location that was chosen, but does <br />agree that the City needs additional capacity. <br /> <br />. Councilmember Look stated that he feels this Council has been criticized for a "build it and they <br />will come" mentality. He asked if there was truly a competitive environment with the limited <br />amount of contractors that do this kind of work. <br /> <br />Mr. Karishi stated that he has been in contact with both bidders and noted that they are really <br />hungry now, so he feels it is a competitive environment. He noted that he feels it would be <br />advantageous for the City to go out for bids now on this project. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to accept the plans and <br />specifications for City project #08-21, water tower #3, and authorize for bid. <br /> <br />Further Discussion: Councilmember Jeffrey asked if the motion included a 6 month alternate <br />bid. Councilmember Elvig stated that he would urge staff to let the bidders know about the <br />predicament but does not think it should be included in the motion. <br /> <br />Motion carried. Voting Yes: Mayor Ramsey~ Councilmembers Elvig, Jeffrey, Dehen, Look, <br />McGlone, and Wise. Voting No: None. <br /> <br />Case #8: <br /> <br />Consider a Resolution Confirming any Direction Given at the Work Session <br />Related to a Complaint Regarding the Conduct of a City Council Member <br /> <br />City Attorney Goodrich noted that this had been discussed at the earlier meeting and it was. <br />. determined that there was not a violation of City Code by Councilmember Look. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Elvig, to find that a violation of City <br />Code did not occur. <br /> <br />Further Discussion: Councilmember Look stated that this has to do with a compHiint generated <br />against him a few Council meetings ago. He stated that, in his opinion, this was a politically <br />motivated complaint, which was a waste of staff time.
