<br />LRRWMO Meeting Minutes <br />February 19,2009 <br /> <br />Page 5 <br /> <br />· Include a table of water bodies. indicating who is monitoring them, for what purpose, and <br />for what parameters. This can be utilized later in the Implementation Section of the Plan <br />to determine where additional monitoring is needed and who is expected to do it. <br /> <br />Consensus was reached to forward this item to Schurbon. <br /> <br />· The plan must contain some type of functional analysis or valuation of wetlands, a <br />process for determining such, or a plan to develop such an inventory. This should be <br />reflected in the policies and performance standards. Also, the WCA rule is currently <br />being updated (anticipated to be complete later this year), this should be addressed in the <br />plan. <br /> <br />Consensus was reached to forward this item to Obermeyer for language regarding the <br />functional assessment completed by Ramsey and the member cities that are addressing this <br />as development occurs. <br /> <br />· MN Rule 8410 (Metropolitan Area Local Water Management) is also being updated this <br />year; I strongly recommend not including language from the current rule in the Third <br />Generation Plan. <br />· We have confirmed that "the city staff serving on the WMO Board were all appointed <br />prior to Dec. 31, 1999 and therefore the Board is in compliance with 103B.227, but I <br />recommend the Board establish a process or a plan for ongoing technical assistance and <br />involvement from city staff for the future. The Vadnais Lake Area WMO set up such a <br />process in their JP A. <br /> <br />There was considerable discussion on the membership of the Board, possible formats for Board <br />membership, and the involvement of a Citizen Advisory Commission (CAe). Lewis suggested <br />one option for Board membership/technical assistance would be technical advisory group <br />comprised of staff and citizens to advise the WMO Board. She encouraged the Board to prepare <br />a summary of options to be presented to the member cities for input by the city councils. <br /> <br />Consensus was reached include the review of forming a Citizens Advisory Commission as a <br />Goal in the Plan. <br /> <br />Lewis advised that the LRRWMO Joint Powers Agreement (JPA) must include all Rule 8410 <br />requirements. <br /> <br />Consensus was reached to forward review of the JPAlRule 8410 requirements to LeFevere. <br /> <br />· Public participation is a requirement not only in Plan development, but also as an <br />ongoing activity - how is this going to be achieved in the future? <br /> <br />Consensus was reached to involve the Andover Open Space Committee, Ramsey <br />Environmental Policy Board, and appointments of member cities Anoka and Coon Rapids <br />in a joint meeting to discuss watershed issues. A possible role for the group would be to <br />review and make recommendations on comments received in the LRRWMO Citizen <br />Survey. <br />
