<br />CASE #1 <br /> <br />ADOPT A RESOLUTION TO RATIFY THE APPOINTMENT OF AN EXECUTIVE <br />DIRECTOR <br />By: Tim Gladhill, Associate Planner <br /> <br />Background: <br /> <br />Per HRA by-laws, the board is required to appoint an Executive Director. The official action of <br />the board should be to ratify the designation of an Executive Director by the City Administrator. <br /> <br />Findings: <br /> <br />In the past, the Executive Director position has been held by the Assistant Community <br />Development Director. Since the retirement of staff holding that position at the end of 2008, the <br />City Council chose not to fill that vacant position. Since that position is no longer in the staffing <br />plan for the City, an alternate staff member needs to be appointed as Executive Director in order <br />to carry out the business of the HRA. <br /> <br />The duties of the Executive Director include supervising the administration of the Authority's <br />business, serve as an assistant to the Secretary/Treasurer (duties delegated to other City Staff), <br />and keep record of proceedings and maintain financial records of the Authority. <br /> <br />With the HRA being the administrative body for land transactions in the soon to be acquired <br />Ramsey Town Center development, the City Administrator is recommending that the City <br />Administrator be designated the HRA Executive Director.
