CASE #1 ADOPT A RESOLUTION TO RATIFY THE APPOINTMENT OF AN EXECUTIVE DIRECTOR By: Tim Gladhill, Associate Planner Background: Per HRA by-laws, the board is required to appoint an Executive Director. The official action of the board should be to ratify the designation of an Executive Director by the City Administrator. Findings: In the past, the Executive Director position has been held by the Assistant Community Development Director. Since the retirement of staff holding that position at the end of 2008, the City Council chose not to fill that vacant position. Since that position is no longer in the staffing plan for the City, an alternate staff member needs to be appointed as Executive Director in order to carry out the business of the HRA. The duties of the Executive Director include supervising the administration of the Authority's business, serve as an assistant to the Secretary/Treasurer (duties delegated to other City Staff), and keep record of proceedings and maintain financial records of the Authority. With the HRA being the administrative body for land transactions in the soon to be acquired Ramsey Town Center development, the City Administrator is recommending that the City Administrator be designated the HRA Executive Director. The City administrator will then delegate administrative duties to the appropriate staff. STAFF RECOMMENDATION: Staff recommends adopting Resolution #HRA-09-06-004 to appoint the City Administrator as Executive Director.
