CASE # /

CONSIDER REQUEST TO PROVIDE BIRCH HILL LODGES
"VITH SCREENING FROM TH47
By: Steven Janl<.owski, Assistant City Engineer

Background:

City staff and Mayo! Ramsey met with Mrs. Sue Brooke, a rf;lsident in the Birch Hill Lodges
Townhouse Association, on May 30th to view ,md discuss the traffic impact from TH 47 on the
townhomes. When this subdivision was platted and constructed in 2002 sound studies were
prepared to evaluate the nq~se impacts from TH 47. These studies resulted in the inclusion of the
seven foot berm and sound wall (around the large oak tree) combination as a requirement of the
subdivision improvements. Near the southeast comer of the plat however the grade dips
significantly to the south, resulting in an open area between the highway and the sOLlthern tier of
townhomes.

The City has availability to evergreen trees which could be transplanted using the parks
department labor and tree spade at very little cost. This would mitigate the imp~lct from the
highWay to the southern tier of townhouse units, partic1.11arly the light impacts from northbound
vehicles. The transplanted evergreens would b~ located on Birch Hill Lodges Townhouse
property south of the private access rOtld as illustrated on the attached aerial exhibit.

Recommendation:

StatIl'ecommends that the Public Works Committee recommend to City Council that staff be
directed to provide and install salvaged evergreen trees on Birch Hill Lodges property to assist in
the mitigation of highway traffic impacts. This action would be contingent upon being provided
with a right of entry and indemnification agreement approved by the City Attorney.

Action:

..

Motion to recommend to City Council that staff be directed to provide and install salvaged
evergreen trees on Birch Hill Lodges property to assist in the mitigation of highwtlY traffic
Lt11pacts. This action would be contingent upon being provided with a right of entry ~nd
indemnification agreement approved by the City Attorney.

Reviewed By:
Director of Public Works/Principal City Engineer
City Engineer
Pw:ks Supetvisor
City Attorney

PW: 06/16/08
