<br />CASE # f <br /> <br />CONSIDER REQUEST FOR PRIORITY STREETLIGHTS IN RAIVISEY TOWN CENTER <br />INTERSECTIONS OF CIVIC CENTER DRIVE "V[TEI RHINESTONE AND SAPPHIRE STREETS <br />By: Tim Rimmer, City Engineer <br /> <br />Bncl{ground: <br /> <br />The City Council adopted the current street lighting policy on November 14,2006. This policy references two <br />distinct classifications of street lights: <br /> <br />1. Priority lights, which are placed at key intersections and other locations (mostly along high speed, high <br />volume roadways) as a public safety mea.S\.lre. These lights are financed through the general t\md and a <br />City-wide street lighting utility. <br /> <br />2. Subdivision lights, which are placed in new subdivisions and established neighborhoods for greater <br />pedestrian safety and increased crime deterrent. In new developments, these lights are financed initially <br />by the developer, and on-going maintenance and operation costs are paid by the residents of that <br />neighborhood. Existing neighborhoods can petition the City for adciitional street lights, with the costs <br />assessed back to the benefiting residents in that neighborhood. <br /> <br />Observntions: <br /> <br />As part of previous discussions for installation of' priority streetlights staff was requested to look at the lighting <br />along Civic Center Drive in the TOvl/n Center. Upon reyiew the entire length of Civic Center Drive lacks <br />lighting, except for areas built out (Municipal Center, and Coburns). Under the current policy for priority <br />streetlights Civic Center Drive would be eligible for the installation of lights at the improved intersections, at a <br />minimum. Eligibility requirements as outlined in the approved policy are as follows: <br /> <br />eHigh frequency of nighttime accidents. <br />e Marked pedestrian crossings. <br />e Location used by a high number of pedestrians near parks and schools. <br />e Selected intersections on neighborhood collector streets where traffic volumes are signitlcantly higher <br />than on adjacent residential streets. <br />e Within the Ramsey Town Center. <br /> <br />The standard intersection streetlights within the Town Center consist of a 24' high pole with a 100 watt metal <br />halide light, consistent with what currently exists along Sunwood Drive. Current policy establishes a $15,000 <br />annual budget to address concerns and requests for priority street lights as they arise. As problem areas are <br />identified they are-brought before the Public Works Committee for discussion. The approximate cost for the <br />installation of these streetlights is $2,500 each, but one of the lights would be installed at no cost because it was <br />remaining after the Sunwood Drive streetscape project. The cun'ent annual maintenance rate is $110/ light. <br /> <br />Reco m men da tio n: <br /> <br />Staff is recommending the installation of priority streetlights at the intersection of Civic Center Drive with <br />.
