CASE 4 <br />CONSIDER AWARD OF CONTRACT FOR CITY PROJECT 908 -27, <br />167 AVENUE NW REALIGMENT <br />By: Tim Himmer, City Engineer <br />Background: <br />On April 8, 2008 City Council authorized staff to prepare plans and specifications for the <br />realignment of 167 Avenue NW. During the required acquisition negotiations leading up to <br />that authorization 3 alternative roadway alignments were advanced and discussed several times <br />with the Council. The final decision, settling on. the current alignment as approved by Council, <br />was made on June 24, 2008. The chosen alignment was a compromise which resulted in a 25 <br />mile per hour design curve through the western end of the project, thereby reducing the impacts <br />to the existing residents and wetland. The reduced design speed through this curve necessitated <br />the need for a variance from MnDOT, which was approved on June 11, 2009. <br />Observations: <br />166'h/167 1h Avenue is proposed to be reconstructed to MSA standards, including a 9 ton design <br />and 32 foot width; which would allow for parking on one side. Municipal sanitary sewer and <br />watermain are proposed to be extended along the corridor from their current location at the <br />intersection of Limonite Street and 166 Avenue to Nowthen Boulevard. The existing <br />infrastructure will be utilized to the extent feasible, and all streets will remain close to the <br />existing grades and alignment. Storm sewer and ponding are proposed to accommodate surface <br />drainage and water treatment for the area. A southbound to westbound turn lane on Nowthen <br />Boulevard was required by Anoka County and incorporated into the plan set. <br />A 10' bituminous trail is proposed along the northerly right -of -way line. -Due to the narrowing <br />of the right -of -way west of Jaspar Street (80' to 66'), and the subsequent widening of the road <br />surface to accommodate parking along one side of the street, the corridor becomes compressed <br />and results in a narrower boulevard than what staff would like for snow storage and the future <br />ability to landscape. It also creates a situation where multiple significant evergreen trees, located <br />on private property at 7001 166 Avenue Street, would be impacted. During the bidding process <br />staff requested a bid alternate price for the installation of sidewalk instead of the bituminous trail. <br />Based upon discussion, Council may wish to consider the option for the bid alternate and install <br />a sidewalk throughout the corridor instead of the previously approved trail. <br />Funding: <br />The majority of the roadway project including design, acquisition, street and trail construction, <br />and storm sewer installation will be funded with MSA dollars. The wetland impacts /mitigation <br />will be handled with State banking credits. The sanitary sewer and watermain portions of this <br />project are proposed to be funded through their corresponding Utility Funds. <br />The engineer's opinion of probable construction costs is $995,000. Bids are scheduled to be <br />opened at 9:00 am on Friday June 19 so the final contract numbers will be presented prior to <br />` <br />the City Council meeting on June 23 <br />
