Mr. Gladhill reported that we have a breakpoint at two acres to be less restrictive. The
natural two -acre threshold is currently our Code.
Councilmember Wise stated he feels the structures should architecturally match in the
front.
Councilmember Dehen stated that there are several lots in his ward that are two acres and
inquired where these structures would be located. He added that if we really want to
allow these cheap structures, the criteria should at least be a carport structure.
Councilmember Jeffrey wondered if the carport is put in the back yard, should there have
to be a driveway to it.
Councilmember Dehen wondered if trailers can be parked anywhere in the back yard or
side yard.
Mr. Gladhill stated that Council would have to verify what they can park on.
Mayor Ramsey asked what we should do with existing structures.
Community Development Director Miller stated that if Council is going to allow
structures, maybe allow them a year to come into compliance plus they would need to get
a permit for temporary structure as well.
Councilmember Dehen stated you either allow or disallow and reiterated that he does not
want them.
Mayor Ramsey felt that Council needed to give residents a year to comply.
Councilmember Dehen asked what the City would do if he put up a garage without a
permit.
Councilmember Elvig arrived (6:00 p.m.)
Councilmember McGlone asked about greenhouse structures.
Associate Planner Gladhill stated there is an allowance for active agriculture use.
Mayor Ramsey stated that we "kind of came to the consensus that we will not allow
them but to allow people a year to comply. Technically, they are not legal now — so will
we let them keep them up for a year?
Councilmember Look suggested that the price of the permit could deter the usage of it.
Councilmember Dehen asked if these are allowed in commercial areas.
City Council Work Session — May 5, 2009
Page 4of14
