Mayor Ramsey felt it would be helpful to get a better understanding of what the <br />community education person does. <br />Councilmember Jeffrey felt it would be helpful to see the all or nothing program. <br />Ms. Nelson stated that with regard to these community programs, we have not balanced <br />each against each other. She stated she is looking for direction on how Council wants to <br />go through the process of prioritization: She wondered if Council wanted these programs <br />to come in and have them tell us what they provide. <br />Mayor Ramsey stated that if it comes to cutting someone from City staff or cutting one of <br />these programs /organizations, he would vote to keep staff. <br />Councilmember Look stated that he sees this list as wants — not necessarily needs. What <br />are they bringing in as revenue — can they be self - sufficient — are they even trying to be <br />self - sufficient. <br />Ms. Nelson stated that we can request that they provide us with that information. <br />Councilmember Look stated he would like to see the community education program try <br />to market more and be more self - sustaining — try to make it on their fees — maybe they <br />need to charge higher fees. <br />Mayor Ramsey stated that there's a third or a quarter of the City that is in the Elk River <br />School District and we do not do anything for them. He would like this to be funded but <br />this is something we need to talk about. <br />Councilmember Elvig commented that teen dances are through community education and <br />that keeps kyds off the streets. <br />Mr. Ulrich stated they would bring in Community Education staff. He inquired if <br />Council wants to open up the debate of where charitable gambling money goes — <br />reexamine the policy. <br />Councilmember Look stated maybe temporarily and added that he felt they are forced to <br />look at it. <br />Councilmember McGlone asked what we are doing to self - examine what equipment we <br />have — what properties we own, etc. They can make a quick effect on the budget. <br />Finance Officer Lund stated that for purchases of land — if the land is acquired through <br />TIF — it has to be put back into TIF. <br />Councilmember McGlone mentioned that we still have the old town hall.
