Councilmember Wise inquired about the ones who are leasing property to which Ms. <br />Miller replied her department would find out who owns and who leases and get the <br />property owner's name. <br />Councilmember Dehen suggested staff could identify the properties and get pictures, etc. <br />City Administrator Ulrich agreed it is good to personally visit the business owners. <br />Mayor Ramsey pointed out that we have to make a decision on what we want to enforce. <br />Send a letter saying they are not in compliance — if they have a hardship — bring it <br />forward. <br />Mr. Ulrich stated we could start with looking at each property in detail — examine the <br />current situation of the property not in compliance. <br />Mayor Ramsey suggested the pictures of the property and the information could be put on <br />the FTP site so all the Council could view them. <br />Councilmember Look stated he is concerned about City staff going out and taking <br />pictures. If we do that, we will have to send them a letter about violations and let them <br />know someone will be doing this. <br />Mayor Ramsey stated that City Council is interested in looking at some of these and <br />comprising information. <br />Mr. Ulrich stated we could convey that we are looking at this and also maybe we should <br />hear from others who have done curb and gutter. How do they feel about the City not <br />enforcing that right now —,and does any of this affect their sales. <br />Councilmember Wise stated that the issue is not just parking to which Councilmember <br />Dehen agreed it is all issues businesses are not complying with. <br />2) Regulation of Motor Vehicle Sales <br />Community Development Director Miller stated that again, in discussion regarding <br />RALF prioritization and ongoing acquisitions for RALF, concerns were brought up <br />regarding the number of auto sales along the Highway #10 corridor and the aesthetics of <br />them as an entrance to the community. Staff has been asked to bring forward information <br />regarding the possibility of a moratorium on allowing new auto sales locations with the <br />corridor. Ms. Miller listed the districts and what is allowed in each one. The zoning <br />could be changed making these sales allowable only with a conditional use permit. She <br />described the City's license requirements for motor vehicle sales, repair, etc. and stated <br />that the City could limit the number of these types of businesses. She touched on owner- <br />to -owner lots and some of the recommendations made by the State Motor Vehicle <br />Department if we are to allow this type of business. <br />City Council Work Session — June 2, 2009 <br />Page 6 of 13 . <br />
