Councilmember Look asked if we have the staff time reimbursed for all of this work. <br />Mayor Ramsey suggested maybe staff time could be billed. <br />Councilmember Look stated that if you are in violation, we will try to bring you back into <br />compliance but you will be billed for the time it takes. <br />Mr. Ulrich inquired if that would be legal. <br />Mr. Goodrich replied that bonding is a good idea. It is good for the City but difficult to <br />enforce. He offered to research if a nominal fee could be charged. <br />Councilmember Dehen stated that there are times when there are excessive calls and <br />excessive staff time to take the calls. The City of Coon Rapids has an ordinance that <br />states multiple calls will generate a cost. <br />Councilmember Wise felt that would open up a can of worms with residential cases. <br />Mayor Ramsey stated we do not want to do a moratorium. We should change B2 and Hl <br />to make auto sales a conditional use and look for ways to ensure our costs for <br />enforcement of violations are recouped. It's the habitual violator we want to enforce. <br />Councilmember Wise inquired if the City could ask for a letter of credit from their bank <br />to make sure there are funds available. <br />Mr. Goodrich stated that there is a problem with that — the money has to be there to cover <br />the letter and it could be for 20 years. <br />Councilmember Jeffrey stated that another thing he would like to see is that a number of <br />these have people to come into compliance have some leeway — for up to 30 days. It's <br />okay to say you have two days to get rid of that car - have some flexibility to get them <br />into compliance. <br />Councilmember Dehen stated that maybe we do not require a letter of credit but if the <br />City reserves the right to require a letter of credit. He likes the idea of recouping costs. <br />3) Consider Ramsey Resident Newsletter Advertising/Design and Website Proposals <br />Assistant City Administrator Nelson stated that earlier this year staff discussed with <br />Council the concept of advertising in the Ramsey Resident to help offset costs of <br />production. Staff has developed in -house a re -do of the newsletter with four colors. Staff <br />also solicited a proposal from Youth First Marketing to sell the advertising and a proposal <br />has been provided. Ms. Nelson showed the current format and talked about ad revenue <br />and the number of pages.
