Councilmember Jeffrey responded that you would have to have someone within that
organization that has skills to do this. 'He asked if there was a breakout of the money at
the end of the year.
Mr. Robinson stated that there would be a breakout of the money for every issue.
Councilmember Look stated he would like to try this in -house for a year.
Mr. Robinson stated there is a difference if you are dealing with volunteers. You will not
get the amount of work out of a volunteer like you will get out of someone you are
paying. He offered that he could get the newsletter filled with ads from good businesses.
Councilmember Dehen stated that from a staff perspective, there would be a cost to us
too.
City Administrator Ulrich stated he likes the proposal of a professional person selling the
ad space as they have the experience and the connections.
Councilmember Wise stated he believes someone in the business will be able to give
business owners suggestions for their ads; he is in favor of this. He asked how much we
really save if we have staff time to sell the ads but then the quality of the product is in
question.
Councilmember McGlone stated he does not want to see the reoccurring ads. He would
rather see different things and this would also put money back into the budget.
Councilmember Dehen inquired if a business gets to dictate the exact spot they will get to
which Mr. Robinson replied they can pick and choose.
Councilmember Look asked if we are talking only Ramsey businesses to which Mr.
Robinson replied yes, for right now.
Councilmember Look stated that this Council has been very big on Ramsey businesses.
He added that he is concerned when we contract with a third party and they are
representing the City of Ramsey but they are hard selling. The impressions you will
leave could be negative and that is a concern about outsourcing. We do not control the
customer service level.
Mr. Robinson vowed that he is a man of his word and he is a professional and he would
not disappoint the City.
Councilmember McGlone commented that most of the other cities are hiring out their
newsletters too. He added that this way we will turn a profit and donate to a charity and
we have one person working on this so he will be the responsible one. He asked that this
be moved ahead.
City Council Work Session — June 2, 2009
