<br />Assistant City Engineer Steve Jankowski read the last portion of the law to answer Vice Chair <br />Dehen's question and stated rural residential district existing in lawfully signed before August 1, <br />2009 continues to qualify as a rural residential district. <br /> <br />No action taken. <br /> <br />Case #8: <br /> <br />MS4 Program Required Updates <br /> <br />Civil Engineer Leonard Linton explained that the MPCA has asked that the City develop a plan <br />for volume reduction to be ready by the end of May 2009. <br /> <br />Councilmember McGlone asked how does the new dirt ordinance affect our numbers if we are <br />going to slow infiltration and what does that do to this. <br /> <br />City Engineer Tim Himmer responded it improves the use of water consumption as well as <br />retains the moisture whether it is through rain or through irrigation. <br /> <br />Public Works Director/Principal City Engineer Olson discussed simulating of pond and a pond <br />has dead storage before the water discharges into the next water body or pipe and that is the 2 W' <br />required for National Urban Runoff Protection. That is to protect the water quality. There is <br />also water quantity which is flood control and you size your ponds making sure you have the <br />ability to protect all the houses and we try to design our storm sewer system for a ten year level <br />of service. The water quality side of things is the WMO requires what we require which is the <br />NURPs standards and then there is the MPCA standard is only on a W' storm for water quality <br />purpose. Another thing that goes along with this discussion is we are trying to encourage <br />infiltration to take on some of that volume. <br /> <br />Civil Engineer II Leonard Linton wanted to point out that the WMO is going through the same <br />process and that we want to be in step with them. Staff is not asking for anything tonight, but <br />just wanted to keep the Committee informed. <br /> <br />No action taken. <br /> <br />Case #9: <br /> <br />Consider Request for a Priority Streetlight at the Intersection of Alpine <br />Drive and Ute Street <br /> <br />City Engineer Tim Himmeradvised that staff considered installing a street light back in <br />November but due to cost conditions the project was delayed until spring. At that same meeting, <br />it was discussed that the City may not be fulfilling its priority street policy on a high speed road <br />at the intersection of Ute Street and Alpine Drive which meets our current policy. Staff is asking <br />for authorization to install a street light at the corner of Ute Street and Alpine Drive. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember McGlone to recommend to City <br />Council to direct staff to install a street light at the corner of Ute Street and Alpine Drive. <br /> <br />Public Works Committee / April 21, 2009 <br />Page 8 of9 <br />
