McGlone stated that he would like to see an alternate cost for concrete curb and gutter included in the estimate. Councilmember Dehen stated that he would like the road to go in with the least amount of impact to shrubs and trees. There was discussion about the possibility of septic systems being located in the utility easement. Chair Elvig stated that unless the City can show exactly what the plans mean, such as what trees will be lost and where the road will actually go, people will have a hard time getting on board with the idea. Matt Chamberlain, 4925 179th Lane, asked if the stakes in the ground showed where a 24 foot wide road would go. Chair Elvig stated that the stakes show the common property line. Jim W oltbauer stated that he has drainage issues in his back yard. Public Works Director Olson stated that this will be addressed as part of the project. Amended Motion carried. Voting Yes: Councilmembers McGlone and Dehen. Voting No: Chair Elvig. Public Works Director Olson noted that the Council will discuss this on March 10,2009 and no other notice wilI be sent out. Chair Elvig recessed the meeting at 9: 14 p.m. and reconvened at 9: 19 p.m. Case #3: Update on Now and Then Estates (Garnet Street NW) Assistant City Engineer Himmer stated that this is primarily an informational case. He stated that there have been concerns about continuous patching mid repairing in Now and Then Estates. He stated that residents stated that they didn't care if it continued to be patched and repaired, but asked for costs on improving the road. He stated that this is just an update that this discussion will be happening with residents. He noted that he has included information on three scenarios and possible assessments of 50/50 division of the payments: Mill and overlay with storm sewer improvements - $172,150; Reconstruction without utilities (no concrete curb and gutter) - $256,150; and Reconstruction with utilities (with concrete and gutter) - $500,350. He noted that the concrete curb and gutter was only included with the scenario that there would be utilities. Councilmember Dehen confirmed that the City would pay half of the amount listed. Councilmember McGlone noted that no sidewalk was included in any of these plans. No action taken. Case #4: Consider Incentives for Water Meter Replacement Program Utilities Supervisor Nelson stated that starting last spring, the City has been replacing water meters. He stated that the largest challenge has been making arrangements with residents to make the exchanges. He stated that there are instances where properties have received up to eight letters and four door hangers and refuse to let the City onto their property to make the exchanges. He stated that it generally takes about 10-15 minutes to make the exchange. He stated that staff is recommending that some sort of financial leverage be considered to help Public Works Committee / February 17,2009 Page 15 of 19
