privacy on evenings and weekends. Rhonda Hahn said she has reservations about Site 2 but
feels there is a better site somewhere out there in Ramsey.

Commissioner Shryock discussed the anxiety it may have on the neighboring residents but
wanted to clarify the discussion of the property being drainage property and expressed that it is
dedicated City park land. Any park site and trail near a property can cause anxiety but history
has shown that purposeful space can decrease disruptive behavior in an area.

Commissioner Barr expressed seeking a larger park in the City and an area with adequate
parking.

Parks Supervisor Riverblood said this addresses the concern of costs when seeking a larger park
with the infrastructure available already.

Jeanne Backman, 14714 Junkite Street NW, expressed for the record that she is all for it, and felt
emotions are getting carried away and asks that another location other than Site 1 and Site 2 be
chosen.

Motion by Commissioner Shryock, seconded by Commissioner Barr for staff to work with
applicants to consider locating similar improvements in an appropriate existing park space.

Motion carried. Voting Yes: Chairperson Johns, Shryock, Barr, Erickson, Hansen, Voting No:
None. Absent: Commissioner Backous and LaMere.

Case #2:

Ramsey's Environmental Expo

Parks Supervisor Riverblood wanted to remind everyone that the Environmental Expo is being
held April 25th, 2009 and is being book ended with the first annual Business Expo at the Pact
Charter School. The Commission will staff a booth and two individuals will be staffing a booth
next the Commissioners booth to garner interest in the Community Garden project and they will
have a sign up sheet available for interested parties.

Case #3:

America Recovery and Reinvestment Act Funding for the Mississippi River
Trails

Parks Supervisor Riverblood reviewed that the City of Ramsey and Anoka partnered to put in an
application with the American Recovery and Reinvestment Act for a project to connect the trail
from the two cities at King's Island and along Riverdale Drive. He discussed the progress of this
project and the City Council recommended to the Regional Rail Authority to proceed to final
design and final environmental review relative to the rail station. He discussed the part of the
Regional Trail system has been approved by resolution and part of the Mississippi River trail
from the head waters down to New Orleans and feels we have a good competitive proposal for
funding. If the project is approved it will be brought back to the Commission for
recommendation to the City Council. The emphasis on this project is to multi-mode connections
and alternative transportation.

Park and Recreation Commission/April 9, 2009
Page 3 of5
