Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Elvig, Jeffrey, Dehen, Look,
McGlone, and Wise. Voting No: None.

Case #8:

Confirm Action Taken at Closed Meeting regarding Lease Issues with the
March 28, 2008 - Bury & Carlson Lease

City Attorney Goodrich noted that there is no action necessary tonight.

MAYOR, COUNCIL AND STAFF INPUT

City Administrator Ulrich's Annual Review

Mayor Ramsey stated that the Council met in closed session on May 26 regarding the annual
review for City Administrator Ulrich. He noted that he was rated by the Council as satisfactory
or above in all areas and it was deemed appropriate to give him a 4% pay step and 19 days of
vacation. He noted that these were approved as a Consent Agenda item, but he wanted to give an
update to the residents.

Graphic Design Contest

Councilmember Dehen stated that at a recent Work Session, the Council approved a contest for
graphic design of the new Ramsey Resident. He stated that he would like to propose, instead of
a contest, that the City just pick a few graphic artists to give us ideas.

Assistant City Administrator Nelson noted that there are on-line options to deal with contest type
situations, but they deal more with logo development. She stated that she is somewhat concerned
about how this will work based on feedback she has gotten from graphic artists. .

Councilmember Dehen stated that this was some of the feedback he had also gotten. He
suggested that the City solicit some sort of quoting process rather than a contest.

The Council discussed the merits of a contest versus hiring the design work out.

City Administrator Ulrich stated that staff can solicit quotes from graphic artists for the Council
to discuss. He stated that it would be more qualifications and not necessarily a hard quote or bid
for the actual design work.

Councilmember Look asked what would happen if the City picks someone for this project and
the City doesn't like what they come back with. He stated that he works in this field and doesn't
feel there will be a problem finding people to do this work.

Councilmember McGlone asked that the City just ask for proposals for the design and if the City
decides to take it, then they will get paid. He stated that he doesn't think the City needs to spend
a nickel.

City Council / June 9, 2009
