<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a work session on Tuesday, June 2, 2009, in the <br />Alexander Ramsey Room, Ramsey Municipal Center, 7550 Sunwood Drive NW, <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Members Absent: <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />Mayor Bob Ramsey <br />Councilmember John Dehen <br />Councilmember David Jeffrey <br />Councilmember Matt Look <br />Councilmember Colin McGlone <br />Councilmember Jeff Wise <br /> <br />Councilmember David Elvig <br /> <br />City Administrator Kurt Ulrich <br />Assistant City Administrator Heidi Nelson <br />Community Development Director Amber Miller <br />Director of Public Works Brian Olson <br />Associate Planner Tim Gladhill <br />IT Manager Dean Busch <br /> <br />Mayor Ramsey called the regular Council Work Session to order at 5:43 p.m. <br /> <br />TOPICS FOR DISCUSSION <br /> <br />1) Highway #10 Performance Standards <br /> <br />Community Development Director Miller stated that this issue came up recently in the <br />prioritization of the RALF funds - things like illegal outside storage, nonconforming <br />accessory buildings, operations that could be defined as salvage, and lack of required <br />pavement for employee/customer/display areas, etc. Enforcement is complaint based. <br />Stafffound that enforcement was difficult as businesses would point to other businesses <br />and state that they would comply once the others were forced to do the same. Another <br />complication in enforcement is that some properties are viewed as lawful, non- <br />conforming with regard to surfacing requirements. The only way to eliminate the <br />perception of unfair or uneven application of the regulations would be to adopt a sunset <br />clause. This had been in City Code when the surfacing requirement was clarified in <br />1993, with a date in 1997 for compliance; however, that was never acted upon and <br />ultimately the sunset clause was eliminated. Ms. Miller reported that another problem <br />with enforcement was "grandfather rights".
