Mr. Robinson stated that he has already talked to some of the business community about
this idea and the excitement level was high. He reviewed his proposal and talked about
the amount of money the City could expect as well as donating a percentage of the
advertising funds to Youth First Community of Promise.

Discussion ensued relating to Prime Advertising and the cost to hire them. Discussion
also ensued relating to the fact that the proposal from Youth First would bring in revenue
for the City.

Councilmember Jeffrey was in favor of contracting with Youth First, stating that at the
end of the year, the newsletter will cost us nothing and Youth First Community of
Promise will get a donation - it makes sense.

Councilmember Look stated we have previously discussed bringing it in house and to go
off Councilmember Jeffrey's point - we would be looking at $42,000+ to bring it in-
house if we even have staff that can contribute in this capacity.

Councilmember Jeffrey stated that he is not interested in doing an RFP to save a couple
bucks. If we bring it all the way in-house, he would move to talk about that but he is not
sure what staff s interest or capabilities would be.

Councilmember Dehen stated that once this gets down to a matter of inserting ads it may
be able to be done in-house. He asked if that is what we are paying someone for is to go
out and get these ads. He wondered if we should be having staff in some capacity trying
to "pitch" our magazine; however, he did not know if there was any incentive for staff to
do that and how do we monitor it.

Councilmember Look stated that we do that right now with the Business Expo, for
golfing events, etc. We have a list of businesses. He asked Mr. Robinson how often the
companies change their ads.

Mr. Robinson stated that usually there is something new every month because people
want to see different things. .

Ad size, illustrations, staff time, etc. were all discussed.

Councilmember McGlone stated that he did not want to see staff going out and selling
advertising for the newsletter. When you bring in a third party and one that donates to a
local charity and the City turns a profit on something that's been a cost in the past, there's
not a lot to think about. He suggested doing a year's trial.

Mayor Ramsey stated he would somewhat agree with that but he wondered if we should
offer this opportunity to someone like the Ramsey Rotary - they may want to generate
these dollars for their causes.

City Council Work Session - June 2, 2009
