Councilmember Elvig asked at what point is it a good commercial use. These dotting the
neighborhoods would be unsightly; however, there is an acceptable way to build dome
structures, etc. How do we say if it's an acceptable structure; maybe those that have to be
engineered according to the building code.

Councilmember Dehen felt that these structures are a safety hazard.

Mayor Ramsey reiterated that the consensus is that we will not allow them.

Councilmember McGlone stated that if they are for seasonal storage, maybe allow them
for six months.

Ms. Miller clarified if seasonally was for commercial use too.

Councilmember Wise asked if any commercial facility other than Coborn's has a
temporary seasonal structure.

Mayor Ramsey suggested maybe the commercial temporary structures would require a
conditional use permit.

Councilmember Dehen stated that he is not concerned about Coborn's for salt storage.
He added that he knows there are two such structures along Highway #10.

Councilmember Look stated, with regard to Coborn's salt storage, he figured most people
contracted that type of service out so it is unusual for businesses to have them. He added
that the one on Highway # 10 - that's storing the junk for pick up once a month or so.

Mr. Gladhill clarified we are not allowing them even on a temporary basis and the current
ones have a year for compliance.

Councilmember Wise, Mayor Ramsey, and Councilmember Elvig all agreed.

Mr. Gladhill stated that this was never allowed but now with the complaints, it appears
more and more are popping up.

Councilmember McGlone stated that he would be in favor of giving people a notice.

Mr. Gladhill stated that there could be an article relating to this in the Ramsey Resident.

Councilmember Look stated that it has been complaint based - do we now go from
reactive to proactive.

Councilmember Elvig felt you need to tell people you are changing the policy now
instead of waiting for a complaint.

City Council Work Session - May 5, 2009
