<br />INTRODUCTION <br /> <br />The City of Ramsey, Minnesota, (the "City") is inviting interested contractors to <br />submit written proposals for private property abatement services ("RFP(s)"). <br />Interested Abatement Service Contractors ("Contractors") may submit proposals <br />, for Clean Up Services, Mowing Services and/or Property Securement. Each <br />proposal must be submitted in a sealed envelope, however proposals submitted <br />from one interested Contractor for more than one abatement service may be <br />submitted in the same envelope. To be considered a valid proposal, all <br />Contractors must submit proposals consistent with the terms,and conditions <br />outlined within this RFP on or by 4:30 p.m. on Friday, June 19,2009. A copy of <br />the RFP can be requested by contacting Chief James Way, Ramsey Police <br />Department, 7550 Sunwood Dr NW, Ramsey~ MN 55303, or by calling (763) <br />427-6812 or email atjway@cLramsey.mn.us. <br /> <br />SCOPE OF SERVICES <br /> <br />The Scope of Services applicable to this RFP shall include abatement services <br />on public or private property. The Abatement Services will include the abating of <br />a public nuisance or violation of City Code as directed by the City Administrator <br />or his or her designee. The public nuisances to be abated shall include, but not <br />be limited to junk automobiles, the storage of junk, trash, rubbish or refuse of any <br />kind, all as defined by City Code Section 5.12. ("Clean-up Services"). in addition, <br />. the abatement services shall also include storage/securement of removed <br />automobiles and/or other removed items of personal property ("Property <br />Securement Services") and weed/grass mowing ("Mowing Services"). All of the <br />above services are hereinafter collectively referenced as ("Abatement Services"). <br />Each contract will be for a two (2) year term. <br /> <br />RFP PROCESS AND LIMITATIONS <br /> <br />Contractors should note that this is a request for proposals and not a request for <br />bids. . The City will take all factors into consideration when determining the <br />appropriate service provider for the City. . This RFP outlines. minimum terms and <br />conditions that m.ust be met in order to be considered a viable proposal. Any <br />proposal that does not meet the minimum requirements will be rejected. <br />Contractors have the option of making a proposal that .is above and beyond the <br />minimum terms and conditions. There will be no public bid opening. <br /> <br />The RFP does not commit the City to award or pay any costs incurred in <br />preparation of.a Contractor's proposal. The City may modify any part of the RFP <br />at any time prior to the contract selection. The City will. modify the RFP only by <br />issuing a written addendum. Addenda will be consecutively numbered in the <br />order they are issued. The City reserves the right to reject any or all proposals. <br />The City reserves the right to cancel this RFP if it is in the best interests of the <br />City. The selection of the Contractor is subject to final approval.of the Ramsey <br />City Council. . <br /> <br />1 <br />
