<br />~ <br /> <br />CITY COUNCIL WORK SESSION <br /> <br /> <br />Topic Report:. Consider Joint Work <br />Session with Planning Commission <br />regarding Off-Street Parking and Outside <br />Storage in Industrial Areas. <br /> <br />By: Tim Gladhill, Associate Planner <br /> <br />Background: <br /> <br />Off-Street Parking Violations continue to be one of the more :frequent ordinance complaints. A revised ordinance may <br />help with compliance of .these types of complaints. Distinguishing between urban vs. rural may also may be <br />appropriate in this instance. Ordinances related to Off-Street Parking (in all areas) and Outside Storage in industrial <br />areas have been discussed with the City Council and Planning Commission on a variety of occasions in recent years. <br />Various amendments have been proposed in recent years; however, not all policy questions regarding these two Issues <br />have been resolved. A proposed amendment beginning in August of 2007 went through five Planning Commission <br />meetings and three City Council meetings with no official resolution and was most recently discussed on June 3, 2008. <br />Staff suggests a Joint Work Session to create a venue to discuss these issues, and hopefully expedite the process and <br />improve the communication between the two groups related to these two issues. <br /> <br />The most recent amendments that have been proposed included limiting the number of vehicles allowed on a parcel <br />based on lot size or limiting the amount of parking surface based on lot size. Both proposals had difficulty in equitable <br />enforcement. At that time, it was recommended that the City study the effectiveness of the newly adopted abatement <br />program. The City continues to see numerous complaints regarding off-street parking. <br /> <br />The purpose of tonight's discussion is to seek direction from Council to determine if a Joint Work Session is necessroy <br />at this time.
