<br />Assistant City Administrator Nelson stated that the proposal from Sweeney, Borer & Sweeney is <br />very limited in scope and includes only very basic services; any work outside of that scope will <br />be billed at an hourly rate of $135. <br /> <br />Councilmember Elvig stated Mr. Goodrich brings a great depth of knowledge to the City and <br />there do not appear to be any issues with his performance on behalf of the City. <br /> <br />Police Chief Way stated the current prosecutor works well with the officers, is on site every <br />other Thursday for roll call, has made himself available to staff and he does an outstanding job. <br /> <br />Mayor Ramsey stated he did not feel the RFP was detailed enough and it is difficult to compare <br />the proposals on an "apples to apples" basis. <br /> <br />Councilmember Dehen asked what the City has paid for civil and criminal prosecution work in <br />the last year. <br /> <br />Assistant City Administrator Nelson replied that prosecution work is billed at $90 per hour and <br />the City paid $74,000 last year; civil work is billed at $103 per hour and the City paid $68,000 <br />last year. <br /> <br />City Administrator Ulrich stated that Mr. Goodrich currently includes HRA and EDA legal <br />representation in his retainer and this is a fairly significant number. He added there is a lot of <br />work performed by counsel, including development projects and public improvement projects, <br />which are not charged against the General Fund. <br /> <br />Councilmember Elvig suggested that staff rewrite the RFP so that it is ready for use the next time <br />the City goes through the RFP process. <br /> <br />It was the consensus of the City Council to retain Randall & Goodrich for civil and prosecution <br />work on behalf of the City. It was also the consensus of the City Council to retain Randall & <br />Goodrich on a retainer basis versus hourly fees for civil and prosecution work on behalf of the <br />City. <br /> <br />Councilmember Dehen stated that Randall & Goodrich are the landlords in his professional <br />building; as a result, he preferred to refrain from the decision. <br /> <br />Mayor Ramsey stated the RFP process was valuable because it saved the City money on <br />attorney's fees. <br /> <br />2) Firearms / Bows and Arrows <br /> <br />Police Chief Way reviewed the staff report and draft Firearms Ordinance, explaining it reflects <br />past Council consensus to make the- ordinance less restrictive. He presented a draft of the <br />proposed ordinance and stated the ordinance would result in the issuance of more permits and <br />would give people more hunting rights. He added the permits will allow staff to keep track of <br />where people are hunting in case a resident calls to report hearing shots fired.
