NOW THEREFORE, BE IT RESOLVED BY TIDS CITY COUNCIL OF THE CITY OF RAMSEY,ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating to the request are determmed to be as follows: 12 1. That the Applicant appeared before the Planning Commission for a public hearing pursuant to Section 9.03.05 of the Ramsey City Code on March 6th, 2008, continued to June 4th, .2009, continued to July 9, 2009 and that said public hearing was properly advertised. That the Applicant has received a Special Events Permit to operate the model aircraft until such time an interim use permit is approved or denied. 2. 3. 4. 5. That the parcels adjacent to the Subject Property to the south and west are part of the Bowers Subdivision; the property to theeast of the SubjeCt Property is zoned B-2 Highway Business, andthe Subject Property is adjacent to Highway #10 on its northern boundary. That the Subject Property is currently under agricultural use. That the Applicant is only proposing to fly radio-controlled, model aircraft in the northeast quadrant of the Subject Property. 6. 7. 8. . That the Applicant is proposing to construct a small runway on an existing path for the agricultural use; the Applicant is proposing to use an existing weed barrier to create the runway that caI?- be easily removed, according to the Applicant That the Applicant is proposing to establish a parking area southeast of the runway on the west side of the field roadway which leads to the south from the runway area. . 9. 10. That the Applicant is proposing to erect several temporary, portable,structures including a portable restroom and two sun awnings that can be easily removed at any time, according to the Applicant That the Applicant has stated that the planes have a range of approximately 600 feet due to line of sight; it appears that there is approximately 2,000 feet from the edge of proposed runway to the nearest developed residential parcel. That the Applicant has stated that they anticipate no more than 10-12 participants at the site at one time. . 11. 12. 13.
