City of 9hanhassen, 2009 WL 749256 <br />(Minn. Ct. App. 2009) <br /> <br />MINNESOTA (03/24/09)-In 1994, Halla Nursery, Inc. ("Halla") <br />constructed a retail sales building in the city without first obtaining a <br />permit. Eventually, after a legal action was brought by the city, Halla and <br />the city entered into a stipulated judgment (the "Judgment") (i.e., a judg- <br />ment that both parties agreed to have entered). Among other things, the <br />Judgment specified signage that was permitted and prohibited in relation <br />to Halla's retail sales building. Existing, on-premises signs were permit- <br />ted. Also, one off-premises directional sign was permitted, as long as it: <br />did not exceed. a specified size; was not lit; and was erected only after <br />obtaining a city permlt.
