<br />Case #. f}- <br /> <br />Public Hearing <br />REQUEST FOR AN INTERIM USE; PERMIT TO ALLOW THE FLYING <br />OF RADIO CONTROLLED AIRCRAFT; <br />CASE OF NORTHWEST RADIO CONTROL CLUB <br />By: Tim Gladhill, Associate Planner <br /> <br />Background: <br /> <br />NorthWest Radio Control Club has submitted an application for an Interim Use Permit (IUP) to <br />allow for the use ofradio-controlled model airplanes. NorthWest Radio Control Club previously <br />flew model airplanes in the City of Ramsey. in a portion. of the Ramsey Town Center <br />development. The maximum duration of an Interim Use Permit is five (5) years from the date of <br />approval, unless otherwise extended by the City Council. The City Council has approved a <br />Special Events Permit for the operation until an IUP is either ~proved or denied. <br /> <br />Notification: <br /> <br />Staff attempted to notify all property owners within 350 ft. <br /> <br />Observations: <br /> <br />Nortl:iWest Radio Control Club is requesting to use a portion of the property currently owned by <br />Pearson Properties of Ramsey, LLC. The club is only proposing to use the northeast quadrant of <br />the property, not the entirety of the five parcels listed in the Public Hearing. The Applicant has <br />submitted a fly-zone exhibit. The Applicant has stated that the planes will only have a fly radius <br />. of approximately 600 feet from the base. The Applicant has stated that there will be no more than <br />10-12 people on the site at one time. Additional information related to the request is included in a <br />letter addressed to the City and attached for reference. <br /> <br />Staff has addressed much of the concern with the noise effects of the proposed use. The <br />Applicant has had some time to operate under the Special Events Permit with no complaints to <br />date. In addition, Staff has completed a noise study in conjunction with the Ramsey Police <br />Department, and it appears that the. use will not substantially affect the noise conditions of the <br />area. The peak decibel reading was 72 dB, directly under the plane. The planes did not raise the; <br />level over the static levels at approximately 300 ft. It appears that the planes will not raise the <br />decibel readings at any adjacent property line. <br /> <br />The Applicant is requesting to use an existing farm road with access across and adjacent property <br />owner with access deriving from 144th Avenue off of Armstrong Boulevard. Prior to issuance on <br />an IUP,. the Applicant will need to secure an agreement with the adjacent property owner for <br />access purposes. The Minnesota Department of Transportation had no CQrtllnent in that it would <br />not significantly impact their right of way. The request was also forwarded to the Metropolitan <br />Airports Commission. It appears that this use is outside of any airport clear zone. <br /> <br />Staff Recommendation: <br /> <br />.J <br /> <br />, Based on the current use of the property, granting permission as. requested for an interim period <br />. of time may be appropriate. However, given that additional information is needed before Staff is <br />comfortable making any recommendation, Staff cannot make .a recommendation for approval at <br />this time. If the Applicant can secure an access agreement from the adjacent property owner, <br /> <br />3 - <br />
