CASE # 1

CONSIDER ARCHERY RANGE FOR TRAPROCK COMMONS PARK
By: Mark Riverblood, Parks Supervisor

Background:

Ramsey's park and trail system is valuable for a cross section of the community - including both
active uses, and passive. One recreational activity that is not presently available within Ramsey
for persons with small lots or townhomes is archery. Several residents have suggested creation of
this resource within the underutilized Traprock Commons Park.

Observations:

The purpose of this case is to receive Commission concurrence that this concept be explored.
Certainly research will need to be performed to ensure that it would be organized to be safe for
the public and the archers that would be at the site. In addition, present City ordinances may
need to be amended relative to permitting this activity.

Three points are relevant to development of this site for archery: The first is that Traprock
Commons has come to be used as a brush drop off site when the City has had significant storm
events. Developing a few archery lanes would not diminish the 4.4 acre park's ability to serve
this purpose.

Secondly, is that a couple of Ramsey residents have suggested volunteering to develop the site,
which would then require little City time or resources. (In addition, aside from perhaps emptying
a trash receptacle, no increased maintenance would be required from park department staff over
that which is presently required there.)

And thirdly, approximately $1,865 remains in the Commission's Lawful Gambling grant
program for 2009. It is believed that this amount could accommodate the purchase of the
materials needed for this new activity - and that the volunteer development time would
correspond with this number.

As indicated, there are a number of different issues and opportunities that need to be explored
with this proposal, including notification of the adjoining property owners. Exploring this
concept should not be considered as an approval for archery at Traprock Commons Park at this
time. The matter will be brought back for a Commission recommendation to City Council when
more information is available. Attached for your information is the parks location off from
Variolite Street and an aerial photo of the site.

Commission Action:

Motion to recommend that staff organize the information necessary for the consideration of an
archery facility at Traprock Commons Park.

P&R: 07/09/09
