<br />CASE # J <br /> <br />CONSIDER REQUEST TO PROVIDE BIRCH HILL LODGES <br />WITH SCREENING FROM TH47 <br />By: Steven Jnnkowsld, AssishlOt City Engineer <br /> <br />Background: <br /> <br />City starf and Mayor Ramsey met with Mrs. Sue Brooke, a rqsident in the Birch Hill Lodges <br />Townhouse Association, on May 30th to view and disCllSS the traffic impact from TH 47 on the <br />townhomes. When this subdivision was platted and constructed in 2002 sound studies were <br />prepared to evaluate the noise impacts from TH 47. These st'Lldies resulted in the inclusion of the <br />seven foot berm and sound wall (around the large oak tree) combination as a requirement of the <br />subdivision improvements. Near the southeast comer ofthe plat however the grade dips . <br />signifIcantly to the south, resulting in an open area between the highway and the southern tier of <br />townhomes. <br /> <br />The City has av,lilability to evergreen trees which could be transplanted using the parks <br />department labor and tree spade at very little cost. This would mitigate the imp~lct from the <br />highway to the southern tier of townhouse units, particull:ll'ly the light impacts from northbound <br />vehicles. The transplanted evergreens would be lOCtlted on Birch Hill Lodges Townhouse <br />property south ofthe private access road as illustrated on the attached aerial exhibit. <br /> <br />Recommendation: <br /> <br />Staff recommends that the Public Works Committee recommend to City Council that staff be <br />directed to provide and install salvaged evergreen trees on Birch Hill Lodges property to assist in <br />the mitigation of highway traffic impacts. This action would be contingent upon being provided <br />with a right of entry and indemnification agreement approved by the City Attorney. <br /> <br />Action: <br /> <br />.. <br />Motion to recommend to City Council that staff be directed to provide and install salVtlged <br />evergreen trees on Birch Hill Lodges property to assist in the mitigation of highway tra,f.t1c <br />impacts.
