<br />CASE # Y <br /> <br />CONSIDER REQUEST FOR IlRIORITY STREETLIGHTS IN RAIVISKY TOWN CENTER <br />INTERSECTIONS OF CIVIC CENTER DRIVE WITH RHINESTONE AND SAPPIURE STREETS <br />By: Tim Rimmer, City Engineer <br /> <br />Bnckground: <br /> <br />The City Council adopted the current street lighting policy on November 14, 2006. This policy references tWQ <br />distinct classUlcations of street lights: <br /> <br />1. Priority lights, which are placed at key intersections and other locations (mostly along high speed, high <br />volume roadways) as a public safety meaS'-lre. These lights are nnanced through the general fund and a <br />City-wide street lighting utility. <br /> <br />2. Subdivision lights, which are placed in new subdivisions and established neighborhoods for greater <br />pedestrian safety and increased crime deterrent. In new developments, these lights are tinanced initially <br />by the developer, and on-going maintenance and operation costs are paid by the residents of that <br />neighborhood. Existing neighborhoods can petition the City for adqitional street lights, with the costs <br />assessed back to the benefiting residents in that neighborhood. <br /> <br />Observations: <br /> <br />As part of previoLls disc'-.lssions for installation of priority streetlights staff was req'-lested to look at the lighting <br />along Civic Center Drive in the Town Center. Upon review the entire length of Civic Center Drive lacks <br />lighting, except for arcas b\.lilt out (Municipal Center, and Cobums). Under the C\.lrrent policy for priority <br />streetlights Civic Center Drive would be eligible for the instalhltitm of lights at the improved intersections, at a <br />minimum. Eligibility requirements as O\.ltlined in the approved policy are as follows: <br /> <br />.fUgh frequency of nighttime accidents. <br />. Marked pedestrian crossings. <br />. Locl;\tiotll1sed by a high number of pedestrians near parks and schools. <br />. Selected intersections on neighborhood collector streets where trat11c volumes at'c significantly higher <br />than on adjacent residential streets. <br />. Within the Ramsey Town Center. <br /> <br />The standard intersection streetlights within the Town Center consist of a 24' high pole with a 100 watt metal <br />halide light, consistent with what currently exists along Sunwood Drive. Current policy establishes a $15,000 <br />annual budget to address concerns and requests for priority street lights as they arise. As problem areas are <br />identitied they arC" brought before the Public Works Committee for discussion. The approximate C()st for the <br />installation of these streetlights is $2,500 each, but one of the lights would be installed at no cost beCU\lSe it \-vas <br />remaining after the Sunwood Drive streetscapeproject. The current annual maintenance rate is $110/ Ught. <br /> <br />Recommendation: <br />Staff is recommending the inst,lllation of priority str~etUghts at the intersection of Civic Center Drive with <br />Rhinestone and Sapphire Streets. <br /> <br />Action: <br /> <br />Motion to recommend to City Council that staff is directed to install priority streetlights at the intersection of <br />Civic Center Drive with Rhinestone and Sapphire Streets. <br /> <br />Reviewed By: <br />Director of Public Warks/Principal City Engineer <br /> <br />PW: 6/16/09 <br /> <br />27 <br />
