<br />CASE # \ <br /> <br />CONSIDER REQUEST FOR SPECIAL EVENTS PERMIT; <br />CASE OF THE PENALTY BOX BAR & GRILL <br />By: Jo Thieling, City Clerk <br /> <br />Background: <br /> <br />Shawn McManus has applied for a special events permit to hold a tent party in the <br />parking lot of his establishment, The Penalty Box Sports Bar & Grill, located at 14077 St. <br />Francis Boulevard NW. The event, which will include live music, would be held Friday, <br />August 21 beginning at 7:00 p.m. (band to start at 8:00 p.m.) and Saturday, August 22, <br />beginning at noon with the band to again start at 8:00 p.m. Mr. McManus is also <br />requesting the bands be allowed to play until midnight. City Code requires them to shut <br />down at 11 :00 p.m., however, Council may grant a later time if they choose. <br /> <br />The Penalty Box hosted a tent party in May and there were a few complaints from other <br />tenants in the mall with regard to the parking spaces. Staff met with Mr. McManus and <br />requested he notify his neighbor tenants of this proposed event. Mr. McManus has done <br />that (attached to this case is the notice to his neighbors). Staff also discussed parking <br />options with Mr. McManus and offered the use of City property located on the northeast <br />comer of 142nd Avenue and Highway #47, as well as the "old Amoco" site. Mr. <br />McManus would take care of mowing that property to allow parking. City Attorney <br />Goodrich will write up an indemnification agreement wire to the use of that site. There is <br />not a fee for the parking site; however, there is a fee for Mr. Goodrich's time to write the <br />agreement. Mr. McManus also offered some solutions, (i.e. marking a certain number of <br />spaces per each business) and he will update Council with his entire plan as we,ll as his <br />conversations with his neighbors at the Council meeting. <br /> <br />The Penalty Box will hire two Ramsey Police Officers for each evening one half hour <br />before the band starts, during the concert, and one-half hour following the end of the <br />bands' performance. The Penalty Box will also have 8 to 10 of their own security people <br />monitoring the parking lot. <br /> <br />The Fire Department will inspect the tent and the grill area (food will be grilled outside). <br />Mr. McManus has already contacted Anoka County with regard to the food license. <br /> <br />Mr. McManus will be present at the City Council meeting to answer any questions <br />Council may have. Chief Jim Way will also be at the Council meeting and will present <br />this case as well as answer any questions Council may have. <br />
