STAT. ~471.88, subd. 5 and ~471.89, subd. <br />2 <br /> <br />WHEREAS, the City of Ramsey (the "City') desires to purchase the following: <br /> <br />Abatement services including }:gmxrlng "n~ blight clean-up classified as a nuisance by <br />the City Code and as defined in the City's Request for Proposals for Nuisance <br />Abatement Services dated May 29,2009 (the "RFP"); and <br /> <br />WHEREAS, the City desires to enter into an Abatement Services Contract (the "Contract") <br />with a responsible contractor pursuant to the terms and conditions ofthe RFP; and <br /> <br />WHEREAS,the,,'city,duly,adv.ertised for,potential contractors to respond to the RFP; and <br /> <br />WHEREAS, five (5) responses to the RFP were received by the City. Each of the responses <br />was reviewed,bytheCity,Council on June 30,2.0.09, which five (5) responses are on file in the City <br />offices and are public data; and <br /> <br />R~ <br />WHEREAS, Contractor's and Consultants Inc., dba Remove-All, 16038 Jarvis Street NW, a <br />Minnesota corporation ("Remove-All") has been selected by the City Council as a responsible <br />qualified contractor capable of performing the Contract; and <br /> <br />M" <br /> <br />WHEREAS, Remove-AIl's principal shareholder, Managing Officer and President is Colin <br />McGlone, who is a current Ramsey City Councilmember and a public officer as defined by Minn. <br />Stat.~471.87; and <br /> <br />WHEREAS, by virtue of his ownership interest in Remove-All, Colin McGlone will be <br />fmancially interested in the Contract; and <br /> <br /> <br />WHEREAS, it is determined that Remove-All's unit price proposal for the various <br />components of the abatement services required is as low, or lower than the price at which the <br />services can be obtained elsewhere at this time; and <br /> <br />WHEREAS, the Contract is not one that is required to be competitively bid;.
