<br />CASE # 9 <br /> <br />CONSIDER AWARD OF CONTRACT FOR CITY PROJECT #08-29, <br />ALPINE PARK WATERMAIN LOOP <br />By: Tim Himmer, City Engineer <br /> <br />Background: <br /> <br />City Council authorized this improvement on May 13, 2008, and ordered the preparation of plans and <br />specifications. The project includes a watermain loop from the existing mains located on 148th Lane <br />NW and Alpine Drive NW, a trail segment within the same alignment; connecting the REGENCY <br />POND neighborhoods to Alpine Park, and an access road off of Alpine Drive with limited parking <br />facilities to serve the recently completed skate park and future expansion. <br /> <br />On August 12, 2008 staff presented the plans and specifications, and received authorization to bid the <br />project. Leading up to this approval staff was assured, on more than one occasion, that the'Minnesota <br />Pollution Control Agency (MPCA) was agreeable to transferring the property interests and easements <br />necessary to complete the project. Based upon this information the City Council authorized the project <br />to move forward, including the necessary acquisitions. Following that meeting the project was <br />advertised in the Construction Bulletin and Anoka County Union; bids were to be received on <br />September 16,2008 and presented to Council on September 23,2008 for award of contract. <br /> <br />On September 12,2008 staff received a letter from the MPCA stating, among other things, that the <br />proposed watermain could not be located on their property and they would not consent to selling any <br />property. A notice of cancellation was sent to all the bidding contractors, and negotiations ensued with <br />the MPCA. Following numerous meetings and correspondence an agreement was reached on a process <br />to get the project back on track. We had to redesign the project, based upon their direction, and submit <br />the plans for approval. This was completed over the winter and we received confirmation of our revised <br />design from the MPCA on March 2, 2009. <br /> <br />Staff recently received confirmation from the MPCA that they will consent to the sale of Lot 2, Block 6 <br />PELTZER ADDITION in the amount of the appraised value of $25,000, as well as granting both <br />permanent and temporary easement required for the project. Since the process to transfer ownership of <br />the required land takes some time, the MPCA has consented to a right of access so the project can be <br />advanced while the acquisition process runs its course. <br /> <br />Funding: <br /> <br />The watermain portion of this project will be funded through the Water Utility Fund. The trail <br />construction will be funded through the City Trail Fund. The access road/parking facilities will be <br />funded through the Lawful Gambling Fund. Financing for the property acquisition of Lot 2, Block 6 <br />PELTZER ADDITION will be split 50 - 50 between the Water Utility and Trail Funds. <br /> <br />Bids are scheduled to be opened on July 10, 2009, and additional information will be provided at the <br />Council meeting. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends that the City Council award a contract for City project #08-29, Alpine Park <br />Watermain Loop, to in the amount of <br /> <br />
