Case # 10 ADOPT RESOLUTION REQUESTING ANOKA COUNTY HOUSING AND REDEVELOPMENT AUTHORITY TO UPDATE THE MARKET ANALYSIS FOR AFFORDABLE WORKFORCE AND SENIOR HOUSING AND AUTHORIZE THE COUNTY HRA TO FUND THE UPDATE By: Amber Miller, Planning Manager Background: In August of 2005, the Ramsey City Council requested that Anoka County prepare a market analysis for affordable workforce and senior housing in the City of Ramsey. At that time the Council was interested specifically in the redevelopment opportunities of the MPCA owned landfill site as well as the development potential for senior housing in Town Center as well as an overall market analysis. Observations: Since the time the analysis was completed the housing market has changed significantly. The population continues to age and the circumstances in Town Center are vastly different. The City has a Master Housing Plan in place which it adopted in February of 2008 which is intended to provide guidance and direction for future housing development. Staff has been approached in recent months regarding interest in developing senior housing within the community. In light of existing market conditions, we felt it prudent to update the existing Market Analysis to assist the City in these endeavors. Recommendation: Staff recommends approving the enclosed resolution which would direct Anoka County HRA to conduct and fund an update to the Market Analysis for Workforce and Senior Housing for the City of Ramsey which was originally completed in April 2006. Funding Source: Anoka County Housing and Redevelopment Authority Council Action: Motion by Councilmember and seconded by Councilmember to adopt the resolution# _ requesting Anoka County Housing and Redevelopment Authority conduct and fund an update to the Market Analysis for Workforce and Senior Housing for the City of Ramsey which was originally completed in April 2006.
