<br />Councilmember Elvig introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #09-06-120 <br /> <br />RESOLUTION SUPPORTING THE CITY OF RAMSEY'S APPLICATION TO THE <br />FEDERAL TRANSPORTATION ENHANCEMENT FUND, ADMINISTERED BY THE <br />METROPOLITAN COUNCIL'S TRANSPORTATION ADVISORY BOARD TO <br />CONSTRUCT THE MISSISSIPPI RIVER TRAIL BETWEEN THE CITIES OF ANOKA <br />AND RAMSEY <br /> <br />WHEREAS, the City of Ramsey has passed a resolution supporting regional trail status <br />for planned for, and existing trails along the Mississippi River within Anoka and Ramsey; and <br /> <br />WHEREAS, the Metropolitan Council did grant the regional trail status for this trail in <br />2006; and <br /> <br />WHEREAS, in the Metropolitan Council adopted a Regional Trails Policy Amendment <br />to its Regional Recreation Open Space Development Guidelines/Policy Plan for the <br />implementation of trails which provide access to high quality natural resources, regional parks, <br />park reserves, and local areas of interest; and <br /> <br />WHEREAS, the Mississippi River Trail would link together the cities of Anoka and <br />Ramsey, Bunker Lake and Rum River Regional Trails, as well as being a link in the National <br />trail system; and <br /> <br />WHEREAS, this trail may also be extended to connect the Historic Oliver Kelley Farm <br />and Ramsey's Town Center, and Ramsey Transit Station; and <br /> <br />WHEREAS, the Mississippi River Trail will provide immediate pedestrian .access to the <br />recreational resources at Riverdale Park, Mississippi West Regional Park, and the Mississippi <br />River, and Anoka's park system; and <br /> <br />WHEREAS, the city of Ramsey has identified walkable communities and the <br />Mississippi River Trail as priorities for the community; and <br /> <br />WHEREAS, the Metropolitan Council's Transportation Advisory Board has called for <br />Transportation Enhancement proposals that would fund the Mississippi River Trail between the <br />cities of Anoka and Ramsey; and <br /> <br />WHEREAS, the city of Anoka and Ramsey are uniquely posistioned to cause this trail to <br />be constructed as soon as certain funds are secured; and <br /> <br />RESOLUTION #09-06-120 <br />Page 1 of2 <br />
