CASE # 0

CONSIDER PARKING RAMP LIGHTING
By: Steven Jankowski, Assistant City Engineer

Background:

Council has made inquiries as to the appropriate level dflightingin the municipal ramp; There
are several levels of ramp lighting. They include night time lighting, daytime lighting. and an
emergency lighting system which is supplied by a generator in the event of a power failure. The
building maintenance supervisor and the building official have been working together to insure
that these lighting levels meet building code.requirementsbut still operate economically.

Staff is currently working on the reduction of day time lighting levels. On bright sunny days light
levels have been measured within 1 foot- candle of the minimum lighting threshold in the darkest
locations within the ramp. Daytime lighting could be turned off in such instances. However to
address the issue of variable conditions (i.e. cloudy intervals or daytime storms) staff will be
installing photo sensors in the darker locations to activate the daytime lighting when they fall
below acceptable standards. These photo sensors cost less than $200 and will be installed by the
building maintenance department in mid July. The electrical savings will be evaluated by
comparing the post installation electric bill to a similar period from last year.

Staff will be measuring the current night time lighting . levels and comparing them with code
standards. Consideration will then be given to whether the City should pursue further
optimization of these lighting levels. While tuming the lighting system off completely during the
early moming hours may seem logical because of the unlikely use of the facility during this
period, this would be ill advised due to code requirements which must be met at all times the
public is available to the ramp. The ramp, because of its open design would be extremely
difficult to close on a daily basis. .

Action:

No action required. For jnformational pllrposes.

Reviewed By:
Director of Public Works/Principal City Engineer
City Engineer
Maintenance Supervisor
Building Official

PW: 07/21/09

17
