<br />Councilmember McGlone reiterated that this situation is the reason for the Stormwater Utility <br />fund and asked if Mr. Swanson had considered raising the structure. <br /> <br />Mr. Swanson stated that he has considered that option or even moving the garage to the south <br />end of the lot. He stated that he is not suggesting reconstructing the drainage for the whole <br />neighborhood. . <br /> <br />Motion by Councilmember Dehen, seconded by Councilmember McGlone, to approach this as <br />an isolated conc(~rn and work with the resident by providing. staff time and information so that <br />the neighbors can correct this on their own. <br /> <br />Further Discussion: Councilmember McGlone stated that he would not want to put any limits on <br />the amount of staff time given to resolve this situation. <br /> <br />Motion carried. V oting Yes: Chair Elvig and COlmcilmembers Dehen and McGlone. Voting <br />No: None. <br /> <br />Case #3: <br /> <br />Consider Establishing a Railroad Quiet Zone <br /> <br />Assistant City Engineer Jankowski reviewed the staff report. <br /> <br />Public Works Director Olson stated that the biggest topic in this discussion is whether to treat the <br />entire City as a quiet zone or move forward with pursuing the quiet zone for the two miles that <br />are completed already. <br /> <br />Councilmember Dehen stated that he would like to see the application submitted with all of the <br />crossings, but note that the City is only asking right now for the two that are completed. <br /> <br />Public Works Director Olson stated that you cannot apply in that manner because the <br />improvements need to be completed, not just planned. <br /> <br />Councilmember Dehen stated that then he would like to move forward with the quiet zone for the <br />completed ii1ters~:ctions and begin work on all the other intersections to get a quiet zone in those <br />areas. <br /> <br />Motion by Councihnember McGlone, seconded byCouncilmember Dehen, to recommend to the <br />City Council that staff be directed to: <br /> <br />1. Prepare a notice of intent to create a new quiet zone for the segment to be determined <br />based upon Committee discussion; and . <br />2. Draft a letter requesting Anoka County to acknowledge and support the notice of <br />intent; and, <br />3.
