<br />"J.",'-' - <br /> <br />Wetland alteration will continue to be permitted through state and federal agencies. These regulatory <br />programs are well established and agency personnel are trained to make qualitative judgments <br />regarding wetland values. The WMO, however, will permit wetland alteration covered by the <br />Wetland Conservation Act (WCA) of 1991 for communities that do not wish to be the Local <br />Government Unit (LGU) responsible for WCA implementation. Table 5 summarizes the current <br />LGU status of communities in the WMO. <br /> <br />Table 5 <br /> <br />Status of lGU Responsibilities Within the WMO <br /> <br /> <br />Coon Rapids <br />Andover <br />Anoka <br />Ramsey <br /> <br />lGU <br />City <br />WMO <br />WMO <br />WMO <br /> <br />Each community in the WMO will have copies of National Wetland Inventory Maps (Figure 4) and <br />MDNR-protected waters at City Hall. <br /> <br />WMO Wetland enforcement by the WMO will be based on current wetland regulation in the Wetland <br />Conservation Act of 1991. In cases of intercommunity issues, the impacted communities generally <br />will work together towards a solution before bringing the issue before the WMO for review. The <br />WMO can make a recommendation on an action which can be forwatded to BWSR for review. <br /> <br />Banking <br />Each member city may establish a wetland banking program based on the current version of the <br />Wetland Conservation Act of 1991. Banking credits will be recorded with the WMO. Communities <br />can use any banking credits in the WMO with the permission of the city which registered the credits. <br />The WMO will not distribute credits. Rather, credit distribution will be between applicant and <br />owner. The WMO's purpose in the process is only for record keeping. <br /> <br />All mitigation procedures will be based on the current version of the Wetland Conservation Act of <br />1991 unless otherwise prescribed by specific permit requirements.
