Each plan must contain specific goal statements and corresponding
policies relating to the overall purposes specified in Minnesota Statutes, Section 103B.201. The
goals and policies of the watershed management organization shall attempt to avoid conflict with
county, ~egional, or state goals and policies. The goals must be outlined in sufficient detail to
provide direction regarding what the policies should accomplish, provide direction to the
organization's board, and allow for the success or failure of the goals and policies to be quantified.
The goals and policies should recognize the fundamental relationship between water quality and
land use. Development of goals and policies must, at a minimum, .address the issues in Subparts 2 to
9.

.

Mission Statement
The most logical first step in any comprehensive planning process is to clearly define the limits of
the project. The best way to develop consensus among all concerned parties is to establish a problem
statement and a mission statement.

The Mission Statement represents the WMO's attitudes related to surface water management. The
mission statement focuses on what is to be accomplished; the plan focuses on how it is to be
accomplished.

Problem Statement.

The increase in urbanization, with its associated runoff and sediment-related pollutants will
have an impact on wetlands and other water resources including the Rum River and
Mississippi River.

Mission Statement

The Lower RumRiver Watershed Management Organization, in cooperation with Anoka
County, state and federal agencies, and its member communities will prepare a watershed
plan which will accommodate anticipated community development andredevelopment while
providing clear direction to the member communities for controlling the quality and
quantity of storm water runoff and properly managing surface and groundwater resources
and the physical habitat of existing wetlands, lakes and the Mississippi River, and the Rum
River in a consistent fashion.

Water Management Plan
P:\Mpls\23 MN\02\230204 7\ WorkFiles\3rd Gen WMP\LRR WMO _3rd Gen WMP _July 2009_ Draft.doc

44
