<br />1. <br /> <br />'" <br /> <br />.. <br /> <br />Subpart 2. Water Quantity. Each plan must outline goals and policies describing how <br />stormwater runoff will be managed. The maximum allowable peak runoff must be <br />established for appropriate subwatersheds to the extent necessary to assure that the goals <br />and policies of the organization will be met. The plan must describe the criteria used for <br />defining "appropriate subwatersheds". <br /> <br />Water Quantity <br /> <br />Goals <br />1. To utilize structural and nonstructura1 measures to reduce runoff rates, volume, and non-point <br />source pollutant loading. <br /> <br />2. To manage surface waters collaboratively with the municipalities. <br /> <br />Policy 1.1: Manmade detention areas should be utilized to control flooding. Natural stormwater <br />storage areas may be used as long as the function and values of wetland areas will not <br />be diminished by stormwater runoff. <br /> <br />Policy 1.2: The member cities will encourage regional detention whenever practical. The use of <br />infiltration to provide volume control and water quality management is encouraged <br />by the WMO. <br /> <br />Policy 1.3: All hydrologic studies will be based on standard hydrologic criteria and ultimate or <br />anticipated development of the entire tributary drainage area. <br /> <br />Policy 1.4: Major stormwater facilities (i.e., ponds, pond outlet systems, and major conveyance <br />systems) will be designed using a return period of 100 years. <br /> <br />. . <br />Policy 1.5: All minor drainage system analyses and design will be based on the design <br />parameters as determined by the municipalities. <br /> <br />Policy 1.6: Detention facility design will include access for maintenance of the outlet structure <br />and to the facility in general. Easements will be required over all infrastructure <br />including infiltration facilities. <br /> <br />Policy 1.7: The design of stormwater facilities will consider and identify location(s) of <br />overflow(s) that prevent property damage to adjacent properties from extreme water <br />levels. <br /> <br />Policy 1.8: Low floor building elevations shall be a minimum of 2 feet above designed or <br />designated flood levels or I-foot above the surface overflow. <br /> <br />Policy 1.9: Emergency overflows or outlets to drainage systems will be provided to any <br />landlocked area if the available stormwater storage capacity is inadequate to prevent <br />flooding of residences and if the available downstream conveyance system capacity is <br />adequate to accept additional flow. <br /> <br />Water Management Plan <br />P:\Mpls\23 MN\02\2302047\ WorkFiles\3rd Gen WMP\LRRWMO _3rd Gen WMP _July 2009 _Draft. doc <br /> <br />46 <br />
