Each plan must outline specific water quality goals and policies <br />for natural surface water storage and retention systems within the organization. Goals <br />should be related to parameters or quantities that can be measured. The relationship of <br />land use to water quality should be considered when developing goals and policies. The <br />goals and policies should be developed to strive for compliance with applicable water <br />qualitystandards and be suitable for the intended uses of natural surface water storage and <br />retention systems. <br /> <br />Water Quality <br /> <br />Goals <br />1. To protect and enhance the water quality of the lakes, streams, Mississippi River, and Rum <br />River within the WMO. <br /> <br />2. To work with the ACD in establishing a water quality monitoring program to assess the water <br />condition ofthe resources within the WMO. <br /> <br />3. To work with the ACD, City of Ramsey, and the Upper Rum River WMO in the development <br />of a management plan to assess the nutrient impairment of Rogers Lake. <br /> <br />4. To establish and support a citizen monitoring program. <br /> <br />Policy 2.1 : Stormwater generated by urbanization ofthe watershed will be treated to provide a <br />minimum 90 percent annual removal efficiency for total suspended solids and <br />60 percent annual removal efficiency for phosphorus. <br /> <br />Policy 2.2: Future outlets to MDNR-protected waters must first be treated prior to discharging <br />into the protected water body. <br /> <br />Policy 2.3: Phosphorus loading to a drainage system or water body will be reduced to the greatest <br />practical extent through the use of Best Management Practices (BMPs). <br /> <br />Policy 2.4: All construction plans developed for the maintenance and/or improvement ofwate~ <br />quality will include a detailed access and maintenance plan and shall require approval <br />by the applicable member city. <br /> <br />Policy 2.5: A community education program relating to preserving and improving water quality <br />will be developed and implemented. <br /> <br />Policy 2.6: On-site waste water systems will be the responsibility of the owner.
