DISCUSSION REGARDING PARKS <br />MAINTENANCE WORKER VACANCY <br />By: Givonna Reed Kone, Human Resources Manager <br />Background <br />Consent L <br />Parks Maintenance Worker Todd Marlette resigned from his position July 17, 2009. At <br />the July 14, 2009 Personnel Committee meeting, Mr. Marlette's resignation was accepted <br />and staff indicated that a recommendation would be brought back to the committee <br />regarding how and when to address the vacancy. <br />After an analysis of the needs in the Parks Division and current and future budget <br />constraints, city staff is recommending that a seasonal worker be hired to address <br />immediate needs in the Parks Division for the remainder of 2009. Staff is further <br />recommending that the full-time regular parks maintenance worker position be <br />considered through the 2010 budget process. <br />An analysis of the staffing needs in the Parks Division indicates that over the last year, <br />the Division has lost approximately 5,000 hours of labor due in large part to the loss of <br />budget dollars for the ICWC, the elimination of three seasonal positions, and a two week <br />furlough for seasonal employees. Leaving the Parks Maintenance Worker position vacant <br />will result in the loss of an additional 2,080 hours of labor. <br />City staff has undertaken several measures to accommodate the loss of labor such as <br />reducing mowing parameters in certain parks and mowing trails twice annually instead of <br />the usual seven times annually. Losing an additional 2,080 hours of labor by not filling <br />the Parks Maintenance Worker position will result in additional cut backs in the areas of <br />park and cemetery mowing, boulevard tree replacement, the frequency of litter pick-up <br />and a decreased level of assistance for event in the parks (i.e., Party in the Park). <br />Funding <br />Total 2009 compensation for the Parks Maintenance Worker position is $63,505. At an <br />hourly rate not to exceed $12.00, the seasonal position will cost approximately $10,000 <br />for the remainder of the year. The seasonal wage will be paid using the salary savings <br />from the vacant Parks Maintenance Worker position. This arrangement will result in an <br />overall savings of $16,000 for 2009. <br />Personnel Committee Action <br />Consider making a motion to accept staff's recommendation to fill the Parks Maintenance <br />Worker vacancy with a seasonal worker for the remainder of 2009. <br />
