Mr. Ulrich responded that it would have been MSA or public improvements that would <br />have paid for it. <br />Councilmember Look stated there may be some other property that might be a "higher <br />pecking order". <br />Councilmember Elvig stated that it seems like there's a time allotment on that. <br />Mr. Ulrich stated that this property purchase was necessary for the upgrades — whether <br />we went with $5 million or the interchange — that property would have had to be <br />purchased. <br />Councilmember Wise inquired if the City is paying for the County's negotiating expenses <br />and added that he was under the impression this was County money. <br />Mayor Ramsey stated that it's "water under the bridge" at this point. <br />Councilmember Wise commented that the City should have negotiated it themselves and <br />maybe we would have been able to save some money. <br />Councilmember Elvig stated that it would behoove us to look at this again - it seems like <br />we were about $4 million and the County was about $6 million. <br />Finance Officer Lund stated that it was $4 million — the original RTC was $6 million — <br />cut to $3 million — the rest was the City's — about $7 million. <br />Mayor Ramsey stated that the JPA is done but asked why we allow these things to <br />happen. <br />Councilmember Look stated he is becoming more and more aware of JPA's entered into <br />by previous Councils which ties our hands and he added that he gets very fearful when <br />other governmental agencies come with an agreement. <br />Councilmember Elvig expressed agreement. It's not only different Councils — it's <br />different economic times. Does it make sense to have a work session on this topic? This <br />seems almost like a development agreement that should be negotiated. We may be <br />hooked here but it makes sense to go back and see what we can re -negotiate. <br />Mayor Ramsey reiterated that this JPA has run its course but we should look at it again to <br />see if there's anything we can do about it. <br />City Administrator Ulrich stated staff will schedule that as a future work session item. <br />Deputy City Administrator/Director of Community Development Nelson stated that when <br />we entered into this JPA, we issued bonds.
