that the way the EDA is structured, those Councilmembers serving on that board will
hear about what the Steering Committee is doing anyway — so he suggested broadening
this more to get the Councilmembers that are not currently serving on other boards. He
inquired if the function would be to come up with a marketing plan or more just
reactionary.
Mr. Ulrich stated that with regard to the timeline of the Steering Committee — it could
operate until all the land is sold. The other option is to bring it to a point where
everything is pretty much in place and then hand it over to staff.
Mayor Ramsey suggested it would be good to broaden this Committee — reach out to
some of the business community members to serve — maybe ask some of the Charter
Commission members too.
Councilmember Elvig commented that it could include some of the people from the
original Town Center Task Force.
Councilmember McGlone felt it was a better idea to get people to come forward who are
interested rather than recruiting people.
Councilmember Wise asked what are we trying to steer — Until we get interest in the
Town Center — isn't that what we did before? We need to wait for people who are
spending the money to tell us what they want.
Mayor Ramsey felt there are some things to get started on — and there needs to be
direction as far as what the Committee should be working on. Ms. Nelson, as the lead,
needs to be giving some work direction and not allowing the Committee to "go crazy".
Councilmember Wise reiterated that he felt it's better if we wait until we have some
inquiries.
Ms. Nelson stated that we have now terminated the master agreement. We have some
things to solve before people come — storm water, street issues — need to get that all
packaged up and what gets put in the land cost, etc. When we do have inquiries, then we
have sorted out details and we know how we want to move forward — what the City is
responsible for and what the builders are responsible for, etc.
Councilmember Wise clarified that it is not really for conceptual planning.
Ms. Nelson stated there will be some conceptual piece to it but this is more sorting out
and getting to the point and having the City Council make decisions about the global
issues, etc.
Councilmember Elvig stated that this group could be part of a business planning process
— who are we - what are we. We should be going out and getting people excited about
this — we need to be marketing the Town Center.
City Council Work Session - June 30, 2009
Page 14 of 17
