Create regulations in advance of <br />public inquiries. <br /> <br />. Recognize that small wind systems' <br />have very different impacts than large, <br />utility-scale turbines an'd require <br />completely separate siting considerations. <br />In terms of impact, a residential-scale <br />wind turbine has more in common with <br />a solar photovoltaic panel than it does <br />with a utility-scale wind turbine. <br /> <br />. Treat small turbines as improvements <br />to an individual property" not as <br />commercial or industrial projects. <br /> <br />. Promote consistency among fees, <br />requirements, and procedures across <br />jurisdictions. Doing so reduces <br />complications and inefficiencies for <br />installers, applicants, and governments. <br /> <br />. Experience your own permitting <br />process firsthand: Mayors or governors <br />may want to try to obtain a permit for a <br />turbine for installation at city hall or the <br />governor's mansion. <br /> <br />. Educate permitting staff, zoning <br />, officials, and governments about small <br />wind. Share with them this and other <br />publications listed in the "Contributing <br />& Additional Resources" section (p. 28). <br /> <br />. Base code compliance on a common <br />set of standards (IEEE: 1547 and UL <br />1741) that ensure the reliability and <br />safety of a turbine's electrical <br /> <br />components, as installed according to <br />the National Electric Code. But also <br />ensure the grid interconnection process <br />formed around these standards is well- <br />founded. See "Freeing the Grid" 2007 <br />report.16 <br /> <br />Keep in mind the public benefits, <br />of small wind: <br />· Increased property values . <br />. Increased in-state electricity <br />generation <br />· Reduced pressure onthe utility grid <br />.. Increased local energy independence <br />· Increased security/can provide back- <br />up power to strategic applications <br />like police stations or hospitals for <br />"haza rd mitigation" purposes17 <br />. Reduced dependence on polluting <br />forms of electricity <br />· Enhanced reliability and power <br />quality of the electricity grid <br />· Reduced peak power demands <br />· Diversified state energy supply <br />portfolio <br />.. Displaced pollutants from traditional <br />forms of energy <br />. Increased consumer choice <br />· Increased visible indicators of <br />community support for clean energy <br />.
