<br />t <br /> <br />Associate Planner Gladhill stated that the proposed moratorium would be for a 6-month period. . <br /> <br />3) ,Discussion of Police Contract Proposal for the City of Nowthen <br /> <br />Police Chief Way Stated that Nowtben is looking for police coverage and a committee has met <br />twice to dis'cuss a possib~e proposal from Ramsey to cover these services. . He noted that there is <br />a summary of the proposal included in the packet. . <br /> <br />Councilmember Elvig stated that his concern. is political. He stated that he is concern.ed about <br />the perception that'the CitY is taking something out of someone else's mouth. He asked about <br />the potential County issues this may raise. <br /> <br />Councilmember Dehen stated that this issue is always 100m.iD.g out there because this would take <br />away a potential source of revenue for the County Sheriff. He stated that the City needs to look . <br />at ways to collaborate with other cities, such as the planned water treatment facility. He stated <br />. that his concern. is that he wants to make sure ,that the public and residents understand that the <br />City won't be depleting service to our residents. He stated that his other concern. is about the <br />$278,000 because the City doesn't have any idea on the frequency of calls and gas charges there <br />may be. He stated that he knowslO% was built in, but' he wants to make sure there is a cushion <br />here. <br /> <br />Police Chief Way stated that ~e thinks they have built th;:1t in, but things can come up and there <br />will be variables. He 'stated that they also plan to have a Board of Review that would look at this <br />after a year to determine if there needs to be adjustments. <br /> <br />Councilmember Jeffrey stated that he sat on the committee that worked on this proposal and he <br />haS assurance that the City is really committed not to deplete our force if it takes on this contract. <br />He stated that it is really an addition of 1.68 officers that would rotate and serve Nowthen. <br /> <br />CounCilmembej Wise asked if there is a current agreement with Anoka County and Nowtben for <br />. . <br />police coverage. <br /> <br />Polipe Chief Way stated that there is not an agreement but noted that the County has also given <br />them a proposal. <br /> <br />Councilmember Dehen stated that he thinks this ,is innovative and outside the box thinking.'
